The Control Center Operator II is an intermediate to advanced level position responsible for coordinating, monitoring and operating pumping equipment for potable, lift station and recycled systems at defined parameters to ensure uninterrupted quantity, quality and pressures for domestic and fire protection use. Coordinates pumping methods, valve activity, tank levels, chemical dosages and other system operational strategies. This position develops procedures for Production Control Center Operations, implements operational strategies and evaluates efficiency/effectiveness to ensure uninterrupted service.

Essential Functions

- Oversees and is responsible for the following: SCADA alarm banner, discharge pressures, tank levels, discharge flows, chlorine leak alarms, operational logs entries, work orders, out of service tags and reports, outage reports, incident reports, situational reporting, coordination of Distribution & Collection shutdowns, security events, end of shift notes, pressure points, pump flows, chlorine analyzers, recycle systems, on-site generation monitoring, loss of communications, water quality, and all external water sources.

- Interprets criticality of emergency situations, makes decisions without supervision and communicates directly with first responders, supervisors and emergency personnel, evaluates and makes decisions to determine further action, prioritizes problems according to severity.

- Evaluates emergency calls; determines appropriate course of action, from routine dispatch of services to elevating notice to senior management and coordinating with external emergency services; and creates detailed incident reports reflecting the chain of events.

- On a daily basis, reviews SCADA trends and thoroughly analyzes SCADA system data to detect anomalies in system or equipment operational inefficiencies.

- Utilizes SCADA workstations, radio and telephonic communications, and personal computers.

- Evaluates historical operational data and pumping and system performance records; and makes them available to departments for improvement recommendations.

- Receives requests for potable water and reuse system repair isolations, approves large main isolations; evaluates and makes decisions to determine further action.

- Maintains and verifies records related to activity logs, Out of service reports (equipment readiness), and construction projects.

- Identifies equipment failures, initiates work orders for emergency and corrective repairs.

- Reads and interprets water distribution system maps, hydraulic designs, piping diagrams, construction drawings, and historical records. Investigates and works to correct errors in maps and records.

- Dispatches on-duty and on-call personnel as necessary to address problems.

- Communicates with other operators about ongoing problems and operational issues.

- Articulates/compiles the End of Shift report and communicating to all departments.

- Performs other duties as assigned.

C I S I O N MAKING

- The Control Center Operator II works under limited supervision.

- The Control Center Operator II dispatches work and checks for operational readiness, including advising coworkers of system status at shift change.

- The Control Center Operator II provides functional guidance, mentoring and acts as the shift lead.

- Directs 2-3 employees.


Minimum Requirements

- High School Diploma or GED.

- Three years' experience in the operation and monitoring of water or wastewater pumping, distribution, collection, and treatment systems.

- . TCEQ Class "C" Groundwater Treatment Operator License.

- Ability to report to work on time, maintain a good attendance record, and work all designated work schedules.


Preferred Qualifications

- TCEQ Class "A" Water Works Operator License.

- Knowledge of Production and Distribution systems, various mapping systems and work order system.

- Ability to work effectively in both a team and an individual self-directed environment, coordination with technicians, internal and external customers, consultants, management, and regulatory agencies.

- Ability to train and mentor other employees.

- Ability to work night and weekend shifts and holidays, rotating shifts, and will be required to work overtime.

Y S I C A L DEMANDS AND WORKING CONDITIONS

The Control Center Operator II works in an office environment, and must be able to sit, stand, walk, climb stairs, and have a clear speaking voice, good hearing, visual acuity, and full color differentiation. Be able to operate a keyboard and mouse and lift up to 25 pounds.
