Role Summary: The Sourcing Specialist is responsible for managing contractor relationships and ensuring efficient contract execution. This role involves preparing, analyzing, negotiating, and communicating information regarding contractor reviews, bid proposals, negotiations, bid awards, and contract execution. The Sourcing Specialist assists stakeholders in identifying and fulfilling resource needs, assesses contractor capabilities, and develops resource solutions to support operational goals. Additional responsibilities include maintaining and updating tracking for small business and diverse contractors, conducting targeted outreach to support compliance goals, identifying and addressing bottlenecks within the contracting workflow, facilitating continuous communication with internal departments and external partners, and streamlining contract processes to ensure efficiency, audit readiness, and regulatory compliance. The role requires proven experience in contract negotiation, administration, and compliance, strong analytical and communication skills, and the ability to manage multiple projects and meet deadlines.
Prepare, analyze, negotiate, interpret, and communicate information regarding contractor reviews, bid proposals, negotiations, bid awards, and execution of contracts with minimal complexity and associated risk.
Assist stakeholders to ensure resource needs are met through accessing and sourcing contractor needs, negotiations, bids, and executing contract fulfillment.
Assess and analyze contractor needs to assist with developing resource solutions for stakeholders.
Help source processes for key business units, supports project management, and collaborates with the business.
Provide contract administration and review support, as well as processing information under existing contracts, work orders, change orders, contract terms, etc.
Maintain contractor database and research new contractor agencies available across ONE Gas territories.
Assist with scope of work for contractor needs to ensure appropriate bidding of jobs. Attend bid meetings regarding scope of work determined.
Assist with negotiating contract terms and provisions on existing contracts as needs change to current stakeholder projects.
Use discretion and knowledge to interpret legal documents and to ensure compliance with contract terms and federal and state regulations.
Collaborate and schedule meetings with stakeholders and outside contractors to clearly present work requirements of various bids and contracts.
Ensure compliance with all company standards, tariffs, policies, and procedures including complying with insurance requirements to satisfy the company risk management matrix.
Present bid options and contract terms to stakeholders and provide input on final bid selection.
Have an understanding of Small Business Enterprises (SBEs) and Diverse-Owned Businesses.
Regular and reliable attendance is required in performance of job.
Preferred Bachelor's Degree Business Administration or another related field, or an equivalent combination of formal education and the following job-related experience:
Knowledge in reading, understanding, and interpreting legal descriptions and documents, contracts, bid proposals, industry and governmental regulations, forms, manuals, publications, and correspondence.
Research, analyze and prepare bid proposals and negotiate contract terms.
Experience with application of basic math and algebraic formulas used in calculations and various spreadsheet applications.
Experience in the use and function of tools and equipment applicable to the position including computers and Microsoft Office products to include excel spreadsheets and word processing software.
Interact, advise, and communicate with other departments to achieve desired results.
Conduct internal and external research and preparing contracts, records, reports, and correspondence.
Read and write fluently in English.
Bi-lingual English/Spanish is preferred.
Mobility to travel in and around office surroundings and to other business locations.
Ability to resolve practical issues and adapt to a variety of situations with limited information while following detailed written and/or oral instructions.
Ability to communicate and exchange information or instructions both written and verbally.
