Contract Compliance Officer – Rail & Transit (Hybrid) – Los Angeles, CA

POSITION DESCRIPTION SUMMARY
KKCS is seeking a proactive and detail-oriented Contract Compliance Officer to support LA Metro’s Contractor Utilization Forecast (CUF) Program, which focuses on enforcing compliance with Disadvantaged Business Enterprise (DBE), Small Business Enterprise (SBE), and Equal Employment Opportunity (EEO) requirements. This position plays a critical role in managing contract utilization data, performing compliance reviews, and producing accurate reports to advance Metro’s goals around diversity, equity, and inclusion across its contractor network. This is a full-time, hybrid, W2 contract position, structured as a multi-year assignment with a strong likelihood of renewal or extension based on performance and continued funding.
KEY RESPONSIBILITIES:
•Monitor contractor and subcontractor performance to ensure adherence to DBE/SBE and EEO workforce participation goals and Metro's CUF policies.
•Track and analyze subcontractor utilization data through Metro’s Contractor Utilization Forecast (CUF) system.
•Conduct regular audits, site visits, and desk reviews to assess compliance with contractual goals.
•Evaluate prime contractor and subcontractor reports to verify the accuracy and timeliness of data submissions.
•Identify instances of non-compliance and coordinate the issuance of corrective action plans.
•Support contract closeout processes by determining final small business participation and compliance status.
•Liaise with Metro’s procurement and diversity offices to align on program requirements and enforcement strategies.
•Participate in pre-bid, pre-construction, and progress meetings to communicate compliance expectations.
•Maintain meticulous documentation for reporting, audits, and regulatory review.
•Educate contractors and subcontractors on Metro's compliance policies, CUF procedures, and reporting tools.
REQUIRED QUALIFICATIONS:
•Bachelor’s degree in Business Administration, Public Administration, Urban Planning, or a related field.
•Minimum 5 years of journey-level experience in contract compliance, civil rights programs, or supplier diversity within public infrastructure, transit, or similar industries.
•Experience working with local, state, or federal agencies, preferably in a rail/transit or capital improvement setting.
•Valid California Class C Driver License.
TECHNICAL SKILLS & SOFTWARE:
•Proficiency in Microsoft Office Suite (Excel, Word, Outlook, PowerPoint).
•Familiarity with contract compliance tracking systems such as B2Gnow, PRISM, or CUF-specific portals.
•Experience working with data management, audit tools, and reporting platforms.
•Ability to interpret labor compliance, procurement, and small business legislation and policies.
