Description
Position Summary:
Reporting to the Manager of Member Experience, this position will supervise and support the Billing and Credit related functions for both NHEC and NH Broadband. During a transition period from April 2025 to March 2026, it will focus on overseeing the Billing work while also expanding to incorporate oversight responsibilities with Credit. The Consumer Accounting Supervisor will ensure smooth operations and align financial processes with NHEC’s goals.
Responsibilities and Essential Functions:
•Lead, direct, and coordinate the Consumer accounting department, providing guidance and support to the team.
•Supports the financial goas of NHEC by assisting in the development of the annual operating budget for Consumer Accounting and the Mailroom by maintaining budgets within reasonable variances.
•Recover and protect NHEC’s account receivable assets by supervising the billing of electric service, cash receipts process, and the collection of delinquent accounts.
•Review and approve billing adjustments and credit refunds.
•Oversee the testing and implementation of software releases, rate changes, and new programs implementations to maintain accuracy in the Billing system.
•Collaborate with Finance to manage the Capital Credit Allocation process, ensuring accurate data maintenance, timely updates, and proper distribution of funds.
•Work closely with internal and external auditors to ensure compliance with billing and collections practices, maintaining accurate records and procedures.
•Enhance and foster a positive member experience by leading the team responsible for addressing and resolving billing, credit, and collection inquiries, concerns, and disputes.
•Promote a culture of respect, professionalism, and collaboration to ensure a supportive and cooperative relationship with members.
•Works closely with Member Solutions in responding to member calls, inquiries, complaints, and power restoration efforts when needed.
•Manage the delinquency process for active accounts by supervising the preparation, distribution, and follow-up of disconnect notices.
•Establish repayment schedules through contacts with members by telephone, in person or in the field, and authorizing disconnection of electric service for non-
•Handles inactive accounts with bad debt by coordinating with external agencies for further action.
•Ensure that all processes comply with regulations set by the New Hampshire Public Utilities Commission (NHPUC) and the Department of Energy (DOE).
•Stay informed of changes in relevant laws and review procedures/ NHEC terms and conditions accordingly.
•Oversee updates to the Consumer Accounting processes, train staff in accordance to regulatory changes on PUC 1200 rules, and ensure documentation is maintained for procedural updates.
•Serve as the point of contact for external agencies, including the NH PUC, NH DOE, social service agencies, law enforcement, and other utility companies.
•Address complaints and subpoenas in a timely and professional manner.
•Perform semiannual write-off process of uncollectible accounts and miscellaneous receivables.
•Contribute to NHEC’s mission by supporting cultural goals through effective leadership, collaboration, and continuous improvement.
•Ensure alignment with NHEC’s purpose, vision, and values while working across divisions to achieve strategic objectives.
•Enhance workplace safety by ensuring staff has access to quality materials and protective equipment, adhering to safety protocols, addressing violations promptly, and fostering a culture of safety through awareness and corrective actions.
•Hires and develops high performing team members, sets clear expectations, develops an environment to support employees in obtaining the knowledge and skills they need to succeed. Conducts regular 1:1 meetings, performance assessments, and professional development plans with direct reports.
Required Education and Experience:
•Bachelor’s degree in Business, Accounting, Finance, or related field, or equivalent experience in consumer accounting, billing, or financial management plus five years of progressive experience is required or nine years of progressive experience in lieu of degree.
•Minimum of three years in a progressive leadership, supervisory, mentoring or coaching role, overseeing teams or projects of significance.
•Strong knowledge of billing systems, accounts receivable processes, and regulatory compliance, especially withing the utility sector.
•Excellent interpersonal and communication skills.
•Skilled in motivating, training, and evaluating team members to achieve optimal productivity, while fostering individual growth and development.
•Progressive experience in accounting, billing, credit, or collections.
Preferred Education and Experience:
•Education or coursework in business, computer science, and/or accounting principles.
•Nine years of experience in the utility industry, with at least three years specifically in utility billing.
•People leader in an accounting or customer service environment.
•Familiarity with New Hampshire Department of Energy regulations and NHEC’s Terms and Conditions.
•Strong working knowledge of NHEC’s rate structures, billing and collection procedures, and related policies impacting members.
•Proficient in standard office and accounting software; experience with utility billing software is preferred.

Working Conditions:
Normal office conditions, occasional overtime may be required. Positions eligible for a hybrid work schedule will be dependent upon management approval & workload, however on-site office work in the Plymouth, NH area will be required. Will be required to work long hours on occasions, especially during major system outages. Limited travel required in the performance of work responsibilities and representing NHEC at various professional and association meetings.

The targeted salary range for this position is $102,681.36-116,770.14 with anticipated pay for new hires between the entry and midpoint of this range and could vary above and below the listed range. Pay is based on non-discriminatory factors including but not limited to work experience, education, licensure requirements, proficiency and qualifications required for the role. The base pay is just one component of NHEC’s total compensation package for employees.
