Washington Patriot Construction (WA Patriot) is seeking a Full-Time Site Safety & Health Officer (SSHO) to join our team in our Home Office in Gig Harbor. The ideal candidate will promote and protect the interest of WA Patriot in all safety matters at the project site assigned, proactively put safety best practices in place, effectively communicate with the project team including NAVFAC personnel, and commit to maintaining a clean and organized site.

Job Location: Home Office in Gig Harbor, WA and various project sites as required
+ Develop WA Patriot’s Accident Prevention Plan (APP) in coordination with WA Patriot’s Corporate Safety Manager, the Project Superintendent, and QC Manager. + Review the APP and AHAs for compliance with EM 385-1-1 and approve, sign, implement, and enforce them. + Develop site safety orientation. + Request Good Faith Inspection Reports (GFIs) for all existing spaces prior to any demolition or work is performed over existing structure/finishes. Good faith reports identify if any hazards are present within existing spaces (asbestos, heavy metals, air). + Maintain and post GFIs at jobsite entrances and in work areas impacted, and alert all site personnel and visitors of the GFI content and their locations. + Develop additional safety plans and Accident Hazard Analysis Forms (AHA’s) to address the GFI hazards. + Confirm the GFI covers the correct work location and all the existing materials present at our work location. + Develop WA Patriot self-performed AHAs prior to work starting and submit to Gov’t as required per timelines set by ET. + Request, collect, file, and share subcontractor site-specific safety plans (SSSPs). with Gov’t.) + Maintain a list, collect, and review the Safety Data Sheets (SDSs) for PPE required for chemicals/products brought to site. Submit to Gov’t for CHMI tracking (Discuss with QC whom will submit to Gov’t. + Post all required safety postings and jobsite safety fencing reminders. + Assist QC / Superintendent to develop and submit Waste Information Sheets (WIS) for waste disposal approval prior to generating waste.
+ Ensure the daily pre-task form is filled out and hard copies are kept for records. + Save all safety forms and correspondence in project folder under the safety folder #9. + Complete safety daily report with inspection notes, area / work performed, safety in place, safety actions, corrective actions, and estimated/actual completed corrections. Attach safety inspection logs to the contractor’s daily production report. + Review the WA Patriot daily report safety checklist prior to start of day. Ensure it is upheld. + Support superintendent with equipment maintenance and tracking. + Perform daily equipment inspections. + Inspect all personal for proper use of and overall shape of Personal Protective Equipment (PPE). + Support the team; perform labor tasks related to organizing and cleaning the site. Support production when needed jump in. More hands can support a higher level of safely performing a task.
+ Weekly safety meeting; implement, facilitate, hold, and keep meeting minutes. + Maintain a weekly list of high hazard activities involving energy, equipment, excavation, entry into confined space, and elevation and discuss at weekly QC meetings. This list should reference the specific AHA already developed. Send list to Brandon, Supt., PM, and QC Friday before the start of that week. + Perform weekly safety audit and submit to WA Patriot Corporate Safety Manager and NAVFAC’s ET. + Submit Equipment Tracking spreadsheet to WA Patriot Corporate Safety Manager (if no WA Patriot Superintendent onsite)
+ Support PM and Superintendent by filling out “contractor safety self-evaluation checklist” required for monthly billing. + Support PM and Superintendent by filling out the “contractors monthly project waste summary report”. When in the Environmental Manager role. + Fill out Chemical Hazard Material Information form to report quantities of hazardous material inventory onsite (CHMI’s) + Support PM and Superintendent by filling out the “monthly labor hour summary report” required for monthly billing.
+ Conduct site safety orientations to all new personnel onsite. Track whom has been provided a safety orientation by signature and sticker. + Attend preparatory meetings for each definable feature of work (Preparatory Phase, Initial Phase and Follow-up Phase) and review AHAs with subcontractors performing the work. Discuss Safety considerations specific to scope of work. + Review, comment, and check safety of subcontractor submitted AHA’s. Submit as necessary per contract to Gov’t. + Modify APP for WA Patriot based on the current work planned and any changes to the plan. Review and update your ET with the changes. + Fill out near miss reports. Notify WA Patriot Oversight and Safety Team. + Fill out incident reports. Notify WA Patriot Oversight and Safety Team. + Document warnings to employees given. Use written warning letter template. Saved in WA Patriot safety folder. Contact WA Patriot Safety Manager for questions. + Post and maintain OSHA 300 form in job trailer (WA Patriot Corporate Safety Manager provides to all jobsites). + Rent or request expenditure for required safety tools, equipment, or materials prior to work being performed. + Attend all required project meetings held with Navy in attendance. + Schedule safety trainings necessary for upcoming work. + Procure new and or replacement (PPE) as necessary to the support ongoing work. Confirm current availability with WA Patriot safety team as a first step. + Develop outage notices with QC and Superintendent (electrical shutdowns, mechanical shutdowns, water shutdowns, fire (water/alarm) and provide to Gov’t with no less than 2 week notices or longer if required per your ET or the specifications. + Coordinate and ensure lock-out / tag-out process in place for all electrical shutdowns and panel work. + Provide crane pick planning, crane notice, and crane safety planning with ET at minimum 1 month prior to crane being required onsite. + Generate and provide waste tracking sheets for any waste leaving jobsite. Give to person hauling waste to complete. + Develop and implement confined space plans. All safety plans must be current guiding safety regulations (EM385 and OSHA). Ensure all agencies are notified of the confined space entrance and exit date and time. Discuss all confined space plans with WA Patriot safety team prior to submitting and implementing.
