We are searching for a Compliance Business Analyst
(Start of Construction and Domestic Content Tax Compliance) on behalf of our client. This is a 1 yr. contract assignment.(W-2)
You will play a pivotal role, leveraging advanced technical skills, to ensure rigorous compliance with federal Domestic Content and Start of Construction requirements, and to optimize the processes driving audit-ready documentation collection. This position directly supports the company’s ability to secure tax incentives, maximize project value, and achieve financial objectives through robust data-driven processes.
- Design, build, and maintain dynamic dashboards using Power BI, Tableau, and Power Query to monitor compliance metrics and translate complex data into actionable insights for leadership. (e.g., domestic content percentages, project start milestones, audit readiness).
- Conduct quantitative analysis using Python and advanced Excel techniques to link operational data with financial outcomes (e.g., tax credit valuation, IRR, NPV).
- Implement rigorous data validation protocols to ensure accuracy and integrity of compliance and financial datasets.
- Translate complex data into actionable insights for leadership through automated reporting and visualization tools.
- Interpret and apply federal regulations (IRA, OBBB, FHWA, FTA, EPA) to procurement and construction processes.
- Develop frameworks to track and verify domestic origin of materials, equipment, and labor.
- Coordinate with stakeholders to collect and validate certifications, cost breakdowns, and supporting documentation.
- Prepare audit-ready compliance reports for executive review and regulatory submission.
- Monitor regulatory changes and update internal processes and training.
- Define milestones per IRS guidelines to establish official project start.
- Collaborate with engineering, procurement, legal, and finance teams to assemble documentation packages.
- Ensure timely, accurate documentation to secure tax credits and bonus incentives.
- Provide executive summaries of compliance status and financial implications.
- Advise on procurement language and supplier selection to maximize compliance.
- Identify process gaps and recommend improvements to reduce risk and enhance efficiency.
- Support internal and external audits.
- Bachelor’s in Business, Engineering, or related field; advanced degree preferred.
- 5+ years in business analysis, compliance, or project management in energy/construction.- Expertise in federal domestic content regulations and renewable energy finance.
- Strong data analysis, reporting, and executive communication skills.
- Proven ability to work with cross-functional teams and complex workflows.
We are committed to transparency and equity in all of our people practices. The base salary range for this position, which is dependent upon experience, qualifications and skills, is estimated to be $37.00/hr to $42.00/hr.
