Storm Duty Requirements

Tampa Electric and its sister companies serve a role in providing critical services to our community during an emergency. Team members are required to participate in the response/recovery activities related to emergencies/disasters to maintain service to our Tampa Electric customers. Team members are required to work in their normal job duties or other assigned activities. Proper compensation will be made in accordance with the company's rules and procedures.

Title: Cable System Specialist Company: Tampa Electric Company State and City: Florida - Tampa Shift: 8 Hr. X 5 Days


POSITION CONCEPT

The Cable System Specialist supports Tampa Electric Company’s (TEC) network and downtown underground commercial distribution (DUCD) systems, Tampa International Airport (TIA) and Tampa General Hospital (TGH) construction, maintenance and long-term planning projects. Cable System Specialists will create system maintenance work requests in the work management system (WMS), determine customer/system requirements, assists DDTS with designs, estimates, and switching instructions. Help coordinate activities between all departments involved, customers, and contractors.

Under direct supervision works on routine assignments such as standard downtown underground distribution with projects pertaining to the general downtown Network customers that consist of minimal complexity, following established policies, methods and standard working procedures.

Advancement to a higher level is based on value added to the company through increased duties, responsibilities, and accomplishments. Advancement is not automatic, i.e., based solely on time in the job, but will be based on the employee’s performance, qualifications, and the technical needs of the Department.


PRIMARY DUTIES AND RESPONSIBILITIES

1. Meet with customers (including high profile large customers) and/or their agents to conduct needs and feasibility assessments, create work orders to meet need(s), determine schedules along with required milestone completion dates; manage internal & external communications and coordinate maintenance/construction activities. (20%)

2. Record and update all inspection and maintenance records for Network service area. (10%)

3. Create and/or process work requests (WR) which includes specifying network/DUCD material & equipment, accurately reflecting financials, requesting utilities to be located, determining the appropriate MOT, producing construction/maintenance cost estimates, determining and communicating the need for Contribution-In-Aid-of-Construction (CIAC) and scheduling necessary outages while ensuring compliance with all safety & respective regulatory requirements. (10%)

4. Develop, facilitate and participate in training on network/DUCD design, equipment, fault locating procedures and new technology. Read and interpret network secondary and conduit maps. Verify as-builts and produce estimates; oversee the updating & production of network & DUCD GIS construction prints. Investigate and test the application of new network/DUCD equipment; analyze its application and make recommendations for upgrades/replacements. (10%)

5. Make recommendations and provide estimates for the annual maintenance plan and its associated budget. (10%)

6. Assist and/or design and install fiber optic communications downtown. (10%)

7. As needed, provide technical troubleshooting and infrared scanning of the network, DUCD, TIA & TGH equipment and other systems, utilizing various instruments such as AMP meters, volt meters, PMIs and infrared cameras. Coordinate repairs with Network Specialists. (10%)

8. Serve (when necessary) as the customer field liaison and provide technical assistance to the Network Specialists on emergency call-outs and scheduled outages. (10%)

9. Work with management on the storm restorations plans for a variety of unique electrical systems including TEC’s downtown network & DUCD systems and their associated customers as well as Tampa International Airport & Tampa General Hospital. (10%)

SUPERVISION

Indirect: May oversee Network Specialists during call-outs and scheduled outages

RELATIONSHIPS

Key Internal: Includes Distribution Operations, Substation Engineering and Operations, System Service, Mapping Services, Line Clearance, Field Construction, Lighting, Construction Services, Telecom, One Source, New Construction and Business and Industry Customer Service; Transmission Engineering and Operations, Regulatory, Corporate Communication and Environmental.

Key External: Includes Tampa General Hospital, Tampa International Airport and other downtown commercial customers, architectural and engineering firms, electricians, developers, general contractors and their subcontractors; County and/or City officials and staff, Florida Department of Transportation, CSX, EPA and the FAA.

QUALIFICATIONS

Education

Required: High School Diploma or equivalent. Preferred: Associates degree in applicable field.

Successful completion of Tampa Electric Company’s five (5) level Distribution Design Training (DDT) course. TEC Safety Training.

Licenses/Certifications

Required: Valid Florida State driver’s license and a safe driving record; Will be expected to complete confined space training and MOT certification upon hire.

Experience

Required: 2 years of TEC Distribution Design Technician work experience OR 2 years of experience with another electrical utility performing the equivalent duties and responsibilities of a TEC Cable System Technician/Specialist related position.

Must have experience in safely accessing and inspecting energized equipment.

Preferred: 3 or more years of Distribution Design Technician work experience

Knowledge/Skills/Abilities (KSA) Required: Must be able to learn the material associated with the network and DUCD systems, how to set up and operate the high voltage cable thumper and FLIR infrared camera, read and interpret network secondary, conduit and DUCD one-line maps and switching orders and the Load Flow model.

Must successfully manage multiple projects simultaneously and have the ability to quickly redirect focus for changing priorities as needed.

Preferred: Demonstration of effective project management, project leadership and communication skills.

WORKING CONDITIONS

Must be able to work in a high stress environment indoors & outdoors.

Must be able to tolerate heat & humidity and enter & function in combined space environments.

Must be able to work overtime (day/night/weekend) as needed.
