Salary: $145,000 - $165,000, commensurate with experience
Schedule: Four-day workweek, working Monday-Thursday. Applicant must be available to attend weekly night meetings as required.
The Town of Hingham, a AAA rated community with an annual budget of $165 million, is seeking an experienced and highly capable Assistant Town Administrator for Finance (ATA/Finance) to serve as the Town’s Finance Director. This position is a member of the senior management team along with the Town Administrator and the Assistant Town Administrator for Operations (ATA/Operations). The employee is responsible for assisting the Town Administrator with the day-to-day operations of the Town, coordinating municipal finance functions and preparation of the annual Town budget, creating financial planning initiatives, evaluating municipal services, and providing administrative direction to the financial departments, the Town’s procurement officer, and other departments as assigned by the Town Administrator. The ATA/Finance performs the duties of the Town Administrator in the Town Administrator’s absence and serves as second-in-command of the organization.

Duties: Working under the general supervision of the Town Administrator, the ATA/Finance is responsible for assisting the Town Administrator on a variety of broad Town management issues involving Town-wide short and long-term financial planning, including large capital planning, documenting budget initiatives, revenue forecasting, debt issuance and management, and special projects as assigned. Performs additional administrative duties in support of the Town Administrator, serves as a backup as needed for the ATA/Operations, and provides support to various Town boards/committees.
The ATA/Finance may have to expend additional time beyond the normal Town Hall workday including, but not limited to, attending meetings that are scheduled for nights and/or weekends and attending ceremonial services and events that are important to the Town and Select Board as communicated by the Town Administrator. Employee is available during the standard operating hours of the Town and other hours as needed.
Requirements: A candidate for this position should have a Master’s Degree in public administration, public policy, finance, business administration, or related field, and four (4) to six (6) years of progressively responsible experience in municipal management and finance. Position requires an extremely high level of planning and analysis for the entire organization, including strategic planning and development of long-range (five years or more) plans, in conjunction with the Town Administrator and ATA/Operations. Employee consults with the Town Administrator, Town Counsel, and appropriate state or local authorities where clarification, interpretation, or exception to municipal policy may be required. Prior municipal experience strongly preferred. The Town may consider equivalent education and experience in determining whether a candidate has met the requisite qualifications.
