Responsibilities include the process of conducting inventory and assessments of SD1 assets; develop quality and fiscally responsible plans for asset repair and/or replacement, and prioritizing these projects based on available budgets, business risk exposure and competing needs; developing conceptual, preliminary, and detailed designs and programs for improvements to SD1’s Wastewater Treatment assets, as well as sanitary and storm water collection systems. This position may assist the operating divisions with the prioritization and scheduling of assessments, inspection, PM’s and renewal work.
· Basic written communication skills to document asset conditions and needed maintenance in comments of work orders in Central Square Enterprise Asset Management (FKA Lucity).
· Ability to analyze data in the SD1 Central Square Asset Management software to prioritize assets and issue appropriate work orders.
· Basic knowledge and use of Rec Logic for Budget submissions and purchases.
· Use of ARGON, Central Square, and Power BI and other applicable tools and software to analyze asset data; perform condition assessment reviews; and determine remaining useful life, present value, and repair, rehab and replacement value of assets.
· Assist coordinator with determining private or public ownership of assets.
· Develops effective preventative, proactive, and predictive maintenance procedures, schedules and work orders for equipment located in collection systems.
· Monitors the ongoing condition assessments of assets, identifies assets in need of attention, and develops the most cost-effective method of rehab, repair or replacement over the asset’s life cycle.
· Coordinates closely with internal process owners impacted by Asset Management projects and facilitates discussions regarding the purpose, justification, and need for those projects.
· Works with engineering consultants, vendors, and other design professionals in the planning, design and inspection of improvements that are initiated and/or managed by the Asset Management Department.
· Supports and consults with construction inspection staff; as well as performs site inspections during project construction to monitor progress and ensure conformance to engineering plans, specifications, and construction and safety standards.

Education/Experience: Post-secondary degree in a related field such as construction technology, engineering, science, mathematics, mechanics, etc. or a minimum of 3 years of wastewater/water industry experience with a strong focus on condition assessment, inspection, project development and customer service.
· Possesses a high degree of specialized skill in area(s) such as GIS, Central Square Asset Management (FKA Lucity), Excel, estimating, construction technology or other closely related area.
· Ability to extract and analyze large amounts of data and make informed, educated decisions based on that analysis.
· Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
· Excellent written and verbal skills to communicate directly with staff, consultants, municipalities, and the public for the purpose of clarity. Experience with technical report writing techniques.
· Read plans, interpret standard drawings and specifications, survey notes, maps, and reports.
· Responding to difficult and sensitive staff and public inquiries in a controlled and reasonable manner.
· Knowledge of construction, materials, methods of repair and rehabilitation, techniques of modern construction and survey principles and practices.
· Knowledge of the process of costing out projects to include labor, equipment, material appropriate to assigned duties.
· Comprehension of layout of a project to include access point(s), equipment and pipework sizing, and special equipment needs.
· Advanced mechanical and data handling abilities appropriate to assigned duties.
· Excellent technical writing skills to develop and write reports, business correspondence, and process and procedure flowcharts and manuals. Knowledge of applicable laws, regulations, codes, department policies, governing assigned technical duties.
