Summary

Responsible for initiating coordinating, and leveraging corporate strategies for purchases of major equipment/materials/services and for contract development associated with critical materials and services and to lead these efforts across business units; includes autonomous decision making related to the use of market trend analysis, material resource planning, sourcing initiatives, business partner alignment, risk management, project management, contract management, supplier relationship management, contract and commercial terms and conditions documentation review. Develops and executes sourcing strategies and category management activities for multiple complex and/or critical categories, including implementation plan for achieving business objectives and benefit targets. Establishes and leads cross-functional teams to implement category strategies for sourcing materials and services.


What You'll Do

Exercise independent judgment and discretion to develop and execute strategic sourcing strategies and category management activities for assigned portfolios and categories of goods and services. This includes conducting market research, analyzing data, identifying alternate opportunities, developing bid packages, coordinating pre-bid conferences, evaluating and awarding bids, and identifying & coordinating deliverables.

Manage, create, and evaluate RFI’s, RFP’s, Statements of Work, vendor proposals, materials demand forecasts and scope documents to minimize risk and maximize economic value on SRP’s commercial transactions associated with materials and services.
Lead negotiations with suppliers and supplier’s agents. Develop negotiation strategies and plans. Respond to exceptions to SRP’s terms & conditions. Collaborate with Risk Management and Legal Services to develop, recommend, and approve non-standard contractual language.
Perform market analysis using industry and market intelligence, financial reports, market indices, global monetary exchange rates, and published economic documents to forecast and assess pricing, supply and business risk.
Responsible for Supplier Relationship Management by developing and maintaining effective communication with key suppliers to provide equitable value to both entities. This includes monitoring supplier performance, key performance indicators (KPIs), metrics, and implementing corrective action.
Resolve and oversee supplier disputes including negotiating settlements, warranties and claims by implementing corrective action in accordance with established Contract Documents.
Determine replenishment quantities for inventory materials utilizing historical usage, anticipated demand, supplier/manufacturer lead times, carry and ordering costs and other business considerations. Meet with key suppliers to develop and analyze material forecasts. Maintain associated planning/forecasting system parameters based on this information.
Coordinate with all applicable internal stakeholders (including business unit, Warehouse, Logistics, Accounts Payable, Legal Services, Safety Services, Cost and Plant Accounting, Corporate Taxes, Cyber Security Services, Insurance Services, Supplier Diversity, Sustainable Solutions, Finance & Controls, Board and Council, Buy America, and Corporate Audit) to ensure each purchase agreement is issued and managed in compliance with corporate and regulatory requirements. Conducts meetings and presentations to all levels of stakeholders to ensure purchase requirements and purchase agreements are effectively managed.

Negotiate the best economic advantage for SRP while mitigating risk (including legal, commercial, technical, financial, procure-to pay, safety, chemical, insurance, cyber security, accounting, inventory management, system controls, and physical access), adhering to corporate and regulatory policies, and maintaining the highest ethical and commercial standards for all purchase transactions.

Identify opportunities for cost savings and value creation. This includes a continuous effort to improve work processes and tools, decrease turnaround times, and to enhance customer service.
Represent SRP in a professional manner and build strong relationships with internal and external stakeholders.
Effectively balance multiple, competing priorities and changes in scope or direction.
Ensure all applicable correspondence and documents are reviewed, filed, and maintained in accordance with company policies and procedures.
Protect proprietary and confidential information, whether provided by SRP or the supplier.
Be accessible 24/7 during emergency situations or service disruptions.
Proficient use of Microsoft Office Products, WAM, MAXIMO, SAP, Aravo, Ariba, and OpenText.


Certification in the following areas is desirable:

C.P.M: Certified Purchasing Manager

C.P.S.M: Certified Professional in Supply Management

A.P.P. : Accredited Purchasing Practitioner

A.P.I.C.S.: American Purchasing Inventory Control Society

M.C.C.M.: Member Commercial Contract Manager /International Association of Contract Management

C.F.C.M.: Certified Federal Contract Manager

C.C.C.M.: Certified Commercial Contract Manager

C.P.C.M.: Certified Professional Contract Manager


Experience

For a Level 1 (Associate), a minimum of no previous years of experience to two years related experience is required (if no degree, four-six years of relevant experience or equivalent combination of education and related experience totaling four-six years).

For a Level 2 (Journey), a minimum of two years of experience to four years related experience is required (if no degree, six-eight years of relevant experience or equivalent combination of education and related experience totaling six-eight years).
For a Level 3 (Senior), a minimum of five years of related experience is required (if no degree, nine years of relevant experience or equivalent combination of education and related experience totaling nine years).


Education

A bachelor’s degree related to the assignment from an accredited institution is preferred.


Hybrid Workplace

SRP currently offers a hybrid workplace, which allows employees whose jobs can be performed remotely, and who have sufficient technical capability, to telework up to three days per week. Although teleworking is available, all employees must live and work in Arizona.
