About This Job

East Bay Municipal Utility District (EBMUD) invites qualified applicants to apply for a Wastewater Control Representative position in the Wastewater Environmental Services Division. This position plays a central role in implementing federal, state, regional, and local pretreatment and pollution prevention requirements that protect community sewers, the wastewater treatment plant, and San Francisco Bay.

This recruitment will fill a full-time vacancy within the Source Control Section. Wastewater Control Representatives in the Source Control Section work closely with industrial and commercial customers to evaluate facility processes, develop or update wastewater discharge permit requirements, determine the types of wastes appropriate for discharge to the community sewer, and identify emerging pollutants of concern. Representatives analyze monitoring data, review technical reports, coordinate follow-up on regulatory issues, and prepare written documentation to support compliance oversight. They collaborate extensively with businesses, technical experts, local agencies, and internal EBMUD staff to ensure adherence to regulations and to support broader pollution prevention initiatives.

The list created from this recruitment may also be used to fill future vacancies within the Environmental Services Division, including Wastewater Control Representative positions within the Regional Private Sewer Lateral (PSL) Section. PSL-related duties may include coordinating with property owners, contractors, HOAs, commercial parcel groups, and City Inspectors to support compliance under the Regional PSL Ordinance and the federal Wet Weather Consent Decree; assisting with program data management; and supporting customer outreach and education efforts.

Typical Duties Include

- Engaging with industrial, commercial, and residential customers to explain regulatory requirements or pollution prevention practices.

- Preparing and issuing wastewater discharge permits, including evaluating facility processes and recommending appropriate limits and monitoring requirements.

- Participating in pollution prevention efforts by identifying pollutants of concern, analyzing data, and supporting initiatives that protect San Francisco Bay and the wastewater treatment plant.

- Reviewing technical information, monitoring data, and compliance documentation to support regulatory decision-making and enforcement actions.

- Organizing, interpreting, and managing large datasets; performing data analysis and trending to identify issues or emerging patterns.

- Supporting the operation and improvement of the Regional PSL Program through outreach, data review, and coordination with internal and external partners such as property owners, HOAs, plumbing contractors, commercial parcel groups, and City Inspectors.

- Issuing enforcement actions related to PSL Program non-compliance, reviewing exemption requests, and drafting or recommending Compliance Agreements.

Wastewater Control Representatives Work Independently And Make Frequent Contact With The Public And With Business Representatives. The Most Competitive Candidates Will Demonstrate The Ability To

- Prepare clear, concise, and technically accurate reports, memos, and other written communications.

- Communicate effectively with industrial, commercial and residential customers to address questions, provide guidance, and resolve conflicts.

- Stay current with applicable regulations and emerging trends in pretreatment, pollution prevention, and wastewater environmental compliance and enforcement.

A Combination Of Knowledge And Experience In

- Environmental principles, practices and terminology, preferably related to wastewater source control and pretreatment.

- Basic scientific concepts, laboratory methods, and terminology used in environmental monitoring and industrial processes.

- Arithmetic, algebra, and the use of formulas, tables, and basic calculations related to wastewater analysis.

- Common industrial and commercial processes and the wastes generated by those processes, or comparable technical knowledge.

- Pollution prevention techniques, best management practices, and methods for reducing pollutants at the source.

- Environmental laws and regulations, including the Clean Water Act, federal pretreatment standards, and local ordinances.

- Basic accounting concepts applicable to program budgeting, tracking, or cost estimation.

- PC based software applications, including word processing, spreadsheets, and presentation tools.

- Read, interpret, analyze, and manage complex data and technical written materials, including environmental regulations, monitoring results, and industrial process schematics.

- Interact professionally, effectively, and with sensitivity when providing information, enforcing requirements, or providing customer service.

- Develop sound recommendations based on analysis of environmental, regulatory, and operational information.

- Prepare clear, concise, and accurate correspondence, reports, and related documentation.

- Maintain organized and comprehensive paper and electronic files.

- Organize, prioritize, and manage work assignments to meet deadlines and program goals.

- Work independently with minimal supervision.

The salary range is $10,030 per month increasing to $10,532, $11,059, $11,612 and $12,193 after 6, 18, 30, and 42 months, respectively.

- A bachelor’s degree in chemistry, biology, environmental science or closely related field; AND

2a. Two years of experience involving the inspection, investigation and evaluation of wastewater processes and discharges; OR

2b. Two years of equivalent experience in administering regulations or best management practices in industrial, commercial and residential pollution prevention, pretreatment or environmental compliance.

- Possession of a California driver's license and a satisfactory driving record.

- The probation period for this position is 12 months. For those holding civil service status the probation period is 6 months.
