The Vice President of IT Infrastructure and Operations is responsible for leading the architecture, delivery, and operations of the technology infrastructure. This leadership position requires a strategic and systems thinker with a broad understanding of technologies and deep understanding of infrastructure, strong leadership and management skills, and the ability to align technology initiatives with business goals and rapid growth. This position is responsible for embracing and supporting the vision and mission.
This position reports to the Senior Vice President and Chief Information Officer (CIO) and manages a team of IT Infrastructure Engineers, IT End User Computing Engineers, and the End User Experience Manager.
The IT Infrastructure and Operations, plus user environment includes servers, virtualization, storage, firewalls, routing/switching, wireless, backup, cloud computing services, data platforms, monitoring, cybersecurity, identity services, user workstations/mobile devices, voice services, collaboration, and productivity solutions.
This is a hybrid position, eligible to work remotely in Colorado, subject to the hybrid work agreement.
Essential Functions and Responsibilities:

•Adopt a risk mitigation approach to IT strategy and tactical operations.

•Ensure that the CIO and other key stakeholders are informed and kept up to date on any critical issues.
•Ensure that the entire IT organization understands how our activities support the core operations of the business: operate, and expand the electrical system, and bill for the electric services.

Key Responsibilities
Strategic Leadership
•Develop and implement the overall technical infrastructure and operations strategy aligned with business objectives.
•Achieve and maintain working knowledge of all business functions, processes, and systems.
•Identify opportunities to optimize existing and expand cloud resources.
Infrastructure Management and Operational Reliability, Availability, and Agility
•Lead the engineering and maintenance of the technical infrastructure, ensuring scalability, reliability, and security. Streamline and optimize technical operations processes to meet availability and reliability targets.
•Provide non-substation network ICS infrastructure services and design consultation for the ICS network.
•Progress and maintain disaster recovery plans and implementations. Conduct annual exercises.
•Provide technical leadership or project management for IT projects.
•Progress and maintain an asset management program.
User Experience
•Guide and direct the IT End User Experience Manager in administering and continuous improvement of the FreshService IT Service Desk platform.
•Ensure that the User Experience team strives for service excellence.
Risk Management:
•Develop and implement strategies to mitigate risks related to technical operations.
•Collaborate with the Cybersecurity Director on mitigating risks related to cybersecurity. Identify security gaps, investigate possible security exceptions, and develop and implement risk mitigation solutions. Update, maintain, and document security controls.
•Collaborate with IT Programs Director on risks related to data governance.
•Participate with Cybersecurity Director and the CIO in advancing the Incident Response Plan. May be called upon to be the Incident Manager in a cybersecurity incident. If not acting as the Incident Manager, this role will be the Incident Technical Lead and works in concert with the Incident Manager and the Incident Investigator Liaison.
•Actively participate in the planning and overseeing of pen tests.

Budget Development and Accountability
•Develop and manage the technical infrastructure and operations budget ensuring optimal resource allocation and cost-effectiveness.
•Manage the expenses to the budget and analyze expenses in response to Finance and Accounting quarterly budget to expense reviews.
Vendor Management
•Manage relationships with key infrastructure technology vendors, negotiating contracts in collaboration with the Legal department, and ensuring the delivery of quality products and services.
•Evaluate and select new vendors to enhance the organization’s technical capabilities.
Enterprise Data Platform
•Through collaboration with Data Engineering, define and own the enterprise data infrastructure strategy and roadmap focusing on data and integration platform capabilities.
•Build and maintain a modern, scalable data and integration platform.
Cross-Functional Collaboration
•Collaborate with other departments to ensure seamless integration of technical operations with overall business functions.
•Is the primary technical liaison with the Operational Technology (OT) team for matters relating to network and server design, support and virtualization.
•Perform other duties as may be requested or assigned.

Supervision Received and Exercised:
Receives broad guidance and direction from CIO. Supervises, coaches, develops IT Infrastructure Engineers/Administrators, IT End User Computing Engineers, IT End User Experience Manager. Provides ongoing feedback to direct reports and conducts formal performance reviews.
Education, Training and Experience:
Equivalent to graduation from a four-year college or university with major coursework in computer science, information systems or a closely related field. Equivalency may be demonstrated through a combination of training and progressively responsible experience that resulted in the required specialized knowledge and abilities to perform the assigned work in lieu of a degree.
AND
combined fifteen (15) years advanced, hands-on, technical engineering and administration experience in infrastructure technologies that demonstrates broad knowledge of the field and working to in-depth knowledge across multiple areas.
AND
minimum of five (5) years of leadership experience in managing an infrastructure team, large technical projects, recommending technology direction.
AND
is pursuing or holds an active CISSP or other cybersecurity credentials.
Pay range: $155,150 - $186,265
