GENERAL SUMMARY: Under direction, coordinates and controls Grand Haven Board of Light & Power’s electric substation and distribution assets on a 24/7, minute-by-minute basis in a safe, reliable, and economic manner; achieves and maintains operating compliance with all regulatory, industry, and organizational standards related to operations, outage recovery, and voltage levels for BLP’s electric system; responsible for ensuring that electrical operating procedures and processes provide a safe and reliable environment for customers, employees, and the public; interprets System Control and Data Acquisition (SCADA) data and other system information to analyze events and system conditions to formulate appropriate actions during system emergencies; communicates system conditions and directs appropriate action to field personnel during normal and emergency situations; frequently required to make prompt decisions with minimal supervisory oversight; support other utility functions and perform related and/or other work as required and/or assigned. Continued aptitude enhancements are available and required through on-the-job training in the Operations and Technical Services Department. This position may be assigned to either a rotating shift or day schedules depending on project assignments.

· Instructs other personnel and participates directly in various tasks relating to operating the distribution system, coordinating and directing switching, lockout-tagout, and operations for maintenance of the substation and distribution systems.
· Directs proper operations of electric systems to ensure safety, reliability, and efficiency.
· Ensures all operating and emergency procedures are followed and required records are maintained.
· Monitors 24/7 operations and security of Substation and Distribution assets.
· Provides 24/7 dispatch of electric trouble events to field responders.
· Manages events and records field responder activities via the Outage Management System (OMS).
· Interprets System Control and Data Acquisition (SCADA) data and other system information to analyze events and system conditions to formulate appropriate responsive actions.
· Proactively monitors available tools, including but not limited to SCADA, OMS, and AMI (Advanced Metering Infrastructure) software to predict and propose distribution system maintenance and upgrades.
· Trains and advises other personnel as to work methods, techniques, and procedures.
· Assists in the development of procedures and documentation of the System Operations Manual.
· Aids in auditing and surveys of the electrical system and GIS maps.
· Submits and tracks One-Call (Miss Dig 811) Tickets for GHBLP projects.
· Prepares equipment and administrative paperwork for field service crews.
· Provides necessary customer support and backup for customer service.
· Supports warehouse shipping, receiving, and inventory activities.
· Provides building, grounds, and yard maintenance as needed.

· Completion of Certificate Program in electronics, electrical engineering technology, or industrial electronics, or an equivalent combination of training and experience.
· Proficient in the working methods, techniques and tools used in utility operations, including SCADA, OMS, AMI, etc.
· Demonstrated ability to work effectively and safely in emergency situations. Ability to use computers and learn specific software applications necessary to perform job functions.
· Working skill in performing arithmetic computations including Ohms Law. Knowledge of electrical components including fuses, breakers, transformers, capacitors, etc.
· Working knowledge of inventory measures and controls.
· Demonstrated ability to communicate effectively and professionally with the public and coworkers.

The employee regularly works in a business office setting; however, at times the employee may work in an outdoor setting. The employee may be required to traverse uneven ground, squat, or stand for periods of time. The noise level in both work environments is usually moderate.
