The Eugene Water & Electric Board is currently seeking a Water Treatment & Supply Supervisor to join the Water Operations Management Team.


This position is responsible for providing primary leadership of EWEB’s Water Production operations and supervising a team of Water Treatment Plant Operators and leads, Plant Maintenance staff, and Water Controls Electricians.


The successful candidate will report to the Water Operations Manager and participate as a member of the Water Operations Management Team to identify, establish, and implement Water Utility and Corporate business objectives, while supervising approximately 12 direct reports.


It has never been a more exciting time to work for EWEB’s Water Division which consists of an 80 million gallon per day water treatment plant, 800 miles of distribution pipe, 26 pump stations, 25 reservoirs, and numerous pressure zones serving almost 200,000 customers through both wholesale contracts and retail. Some of the largest projects in the history of EWEB are in construction or planned to occur over the next ten years, including a second water treatment plant on the Willamette River.

The successful candidate will have knowledge of and direct experience in most or all of the following:

Principles of supervision, training, and performance evaluation;
Surface water treatment plant operation and maintenance;
Laboratory methods and practices;
Interpreting and applying laws and regulations pertaining to water system operation;
Identifying and understanding occupational hazards, including those of subordinate positions;
Implementing required safety procedures and promoting safe working habits;
Applying principles and practices of water bacteriology, laboratory quality assurance methods, and quality control procedures;
Water chemistry, treatment reactions, and the use of laboratory equipment for accurate measurements;
Working knowledge of EPA, Oregon Health Authority and DEQ regulations regarding water quality and laboratory procedures;
Ordering procedures and plant inventories for parts, supplies, chemicals, etc;
Critical Thinking - Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems;
Complex Problem Solving - Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions;
Systems Analysis - Determining how a system should work and how changes in conditions, operations, and the environment will affect outcomes;
Establishing and maintaining effective working relationships with managers, supervisors, employees, internal and external customers, and other agencies;
Ability to model leadership behaviors that promote open communication, teamwork, and accountability;
Knowledge of and ability to use effective management principals, practices, supervisory techniques;
Ability to operate Treatment Plant automation and systems including SCADA and Historian;
Demonstrating cultural competency through respectful, inclusive work habits, and by valuing and welcoming cultural differences;
Principles and practices of program and policy development and administration of water utilities;
Principles and practices of financial, budgeting, and accounting administration;
Understanding and integrating organizational goals and strategic directions into services, programs, and products;


Minimum Requirements:

Experience: Eight years of progressively responsible work experience in a directly related functional field which includes four years of direct supervision in a multi-functional work environment OR an equivalent combination of professional, senior, lead, or project management experience may satisfy the supervisor requirement.

Education: Bachelor’s degree from an accredited college or university in a directly related technical field or an equivalent combination of education plus additional job-related experience may be qualifying.

Professional license or registration: 1) Must possess an Oregon Water Treatment Operator Level 4 Certification or obtain within 1 year of employment; 2) Must possess Oregon Laboratory Analysis Certification or obtain within 1 year of employment.

Equivalency: Candidates who don’t meet all the minimum qualifications but whose application materials demonstrate equivalent relevant experience, skills, and ability to excel in similar roles are encouraged to apply. Location: This position is based in Springfield, Oregon and is expected to report daily to the Hayden Bridge Water Filtration Plant.

Starting Salary and Benefits: The starting annual salary for this position will be commensurate with knowledge, skills, education, and experience as it relates to the position, and will be between $118,394 and $157,859.
