Trans Mountain Corporation operates Canada’s only pipeline system transporting oil products to the West Coast. We deliver approximately 890,000 barrels of petroleum products each day through a dual pipeline system of more than 1,150 kilometres of pipeline in Alberta, British Columbia and Washington state.

Trans Mountain also operates a state-of-the-art loading facility, Westridge Marine Terminal, with three berths providing tidewater access to global markets.

With our expanded pipeline system now in place, Trans Mountain provides enhanced direct access for Canadian crude oil to world markets. Reporting to the Manager, Project Controls, the Team Lead, develops, implements, and monitors estimating standards, frameworks, processes, procedures, to ensure the delivery of accurate and reliable project cost estimates that enhance cost predictability.

This role is classified as “Office First” under the company’s Where We Work policy, and the successful incumbent will work full-time out of the company’s Calgary office.

Key Responsibilities

Establishes best practices, methodologies, and governance-aligned processes to ensure consistency and accuracy in estimating.
Prepares detailed cost estimates for project proposals, budget development, and financial forecasting.
Conducts thorough estimate evaluations, hosts validation sessions, and ensures estimates meet quality and reliability standards.
Works closely with project managers and teams to review project scope, validate estimates, and ensure alignment with objectives.
Establishes and maintains the estimating database, ensures data integrity, and assists in defining key performance indicators (KPIs) to track accuracy and efficiency.
Evaluates and refines estimating processes by integrating data analysis, stakeholder feedback, and advancements in best practices and technology.
Provides guidance, training, and resources on estimating tools, techniques, and standards to enhance team proficiency.
Implements a benchmarking framework to enhance estimating accuracy and consistency.


Qualifications And Professional Experience

Bachelor’s degree in Engineering, Project Management, Business Administration, or a related field.
10+ years or more of related work experience.
Strong knowledge of project control processes, including estimating, cost management, planning and scheduling, and change management.
Proficiency in estimating software and tools.
Strong familiarity with Stage Gate Project Delivery Model best practices.
Strong knowledge of AACE estimate classifications and estimating techniques.
Collaborative leader with a passion for mentoring, coaching, leading, fostering teamwork and guiding others; capable in navigating and facilitating difficult conversations.
Excellent communication (both written and verbal) and interpersonal skills, with the ability to foster teamwork within the department and across.
Strong problem-solving abilities and sound decision-making skills.
Exceptional analytical and prioritization skills.
Thrives under pressure, adept at managing strict deadlines and shifting priorities.
Critical focus on accuracy and detail and work efficiently in a time-conscious and time-effective manner in a high-paced, agile, dynamic and multi-task environment.


Other Requirements And Information

May need to provide support outside of regular business hours and/or on the weekend.
5-10% travel to various site locations may be required.
