The Supervisor, P&C and Automation, reporting directly to the Manager, Station & Automation has the responsibility for the supervision of P&C and automation technicians, and overseeing the technical aspects of the Distribution Automation capital projects and maintenance programs for all new and existing facilities. As part of the team, the position also assists in ensuring the quality of information provided to the organization. Assist with smart grid projects and special projects such as communication platform upgrades, microgrid, energy storage, smart grid funding projects, etc. The position also supports the Manager, Stations & Automation in any other departmental activities as may be identified to achieve specific targets in time and costs.
DUTIES AND RESPONSIBILITIES
•Supervise, co-ordinate, and be responsible for the overall performance of the Department to ensure the completion of assigned projects within approved budgets and timelines to meet company goals. Monitor, analyze, and adjust performance as required.
•Provide direct daily technical support, detailed advice, direction, and expertise for the Department as well as other departments within the company as required.
•Demonstrate sound technical judgement, problem solving, non-regimented thinking and application of theory in balanced decision-making, in instructions or directions to staff.
•Supervise, coordinate and review the technical content of project designs and submissions prior to being forwarded to the Manager for approval.
•Initiate, develop, stimulate, and supervise the operation of the Department in accordance with performance goals, objectives and targets established.
•Encourage and receive staff input.
•Coordinate work with other groups to minimize customer outages and switching requirements in order to complete work as efficiently as possible.
•Keep abreast of current industry technology to ensure staff are kept up to date on applicable developments.
•Responsible for the maintenance programs of all substations protection and communication/SCADA and all other field automated devices and components and correspondence with suppliers.
•Assist the Manager in the planning and development of a smart grid technology and work equipment requirements and specialized tools.
•Be knowledgeable with and routinely apply policies, procedures, and external standards and requirements including but not limited to those of CSA, OSHA, EUSR, IHSA, and ESA towards sound technical judgement in decisions made and instructions to staff.
•Supervise, coordinate and be responsible for the efficient and effective use of resources in regard to safety, quality, and quantity of all work undertaken.
•Ensure that appropriate tools, equipment, vehicles, work equipment, and personnel are available to complete the required work activities.
•Schedule and manage all projects and work activities to remain within the constraints of the budget and other allocations. Administer and monitor the work of contractors that may be employed directly to assigned projects or that may be employed in general on other construction work, as required.
•Assist the Manager in the planning and development of a suitable skilled labour force, transportation and work equipment requirements and specialized tools.
•Report routinely, or as requested, verbally and/or in writing on the activities, performance and progress of all work assigned.
•Available to be on-call or respond to station/distribution events, failures or problems outside of normal working hours.
•Guides project functions throughout project life cycle for high voltage electrical equipment and P&C systems installed at transformer stations, substations, generating stations and field distribution.
•Designs, reviews and estimates on complex P&C and SCADA systems infrastructure installations and upgrades in accordance with approved standards, codes, conventions and guidelines.
•Reviews and signs-off verification for the quality and accuracy of installed P&C, SCADA systems and high voltage equipment in compliance with Elexicon’s protocols and Ontario Reg. 22/04.
•Generates and signs off the documentation necessary to record and log commissioning activities test routines for equipment being placed into initial service or ongoing maintenance.
•Effectively manages financial expenses for outside services and non-stock material procured for maintenance and/or capital projects.
•Extensive experience with electrical distribution systems, solid knowledge of protection and control, distribution automation, SCADA and communication systems
•Experience with computer applications for industrial operations e.g. RTUs, PLCs; & IEDs and knowledge of AutoCAD
•Experience with communication systems including radio, fiber optics, etc. plus communication protocols e.g. TCP/IP, DNP 3.0
•Working knowledge of TCP/IP, fibre, Ethernet, and RF communications
•Ability to use and operate hand tools and test equipment relevant to the position
•Familiarity with rules and regulations such as EUSR, Electrical Safety Authority (ESA), and Utility Work Protection Code (UWPC)
KEY SKILLS & QUALIFICATIONS
•Proficient in Microsoft Office Applications (Word, Excel, Outlook, etc.), computer (PC) literacy, and a working knowledge of Computer Assisted Design (CAD) systems.
•Possesses character, attitude and leadership skills desirable for supervision.
•Excellent organizational, problem-solving, project management and interpersonal skills.
•Excellent verbal and written communication skills with a strong commitment to team building and maintaining effective working relationships with others.
•Proven ability to manage projects.
MINIMUM REQUIREMENTS
•3-year post-secondary diploma in Electrical or Electronics Engineering Technology
•Eligible for O.A.C.E.T.T. designation as a Certified Engineering Technologist in the Province of Ontario in the Electrical discipline
•MEARIE Journeyperson Sub-Station Electrician Certificate (Preferred)
•Minimum of 7-10 years’ experience in an electrical utility environment with direct technical experience with substations, protection and control & automated distribution equipment
•Minimum of 3 years’ experience in a supervisory capacity.
•Utility Work Protection Code certified.
•Valid G Driver’s License.
