GENERAL SUMMARY
The Site Services Manager provides oversight of the site services organization including responsibility for maintaining consistent high standards for safety, quality, and overall performance. Responsible to ensure all activities related to the operation of the plant for power generation are conducted in a safe and efficient manner in compliance with all applicable federal, state, and local regulations and Energy Northwest policies and procedures. This includes responsibility to oversee the international building trades labor provider consisting of administrative and craft personnel in accordance with contract agreement(s) and support station maintenance and project activities, when requested, for refueling outages, forced outages, and other needs during operations.
PRINCIPAL ACCOUNTABILITIES
Provide program and management oversight of site services to ensure work performed is completed in a manner that assures safety of the plant, all personnel, and the general public. Management oversight of refueling outage, forced outage, and other responsibilities assigned to site services staff for maintenance and projects involving management, planning, leading, controlling and monitoring to ensure that work is implemented safety, with quality, on schedule and within budget. Responsible to ensuring site services is managing approved headcount and approved budget goals.
Evaluate site services performance:
Develop and/or use applicable performance indicators which track team performance against goals, scheduled, commitments, approved budget, headcount, and regulatory requirements.
Communicate team progress, trends, status, and changes.
Support the effective implementation of the Corrective Action Program (CAP).
Implement applicable INPO documents related to supplemental personnel, conduct of maintenance, maintenance fundamentals and technical skills, performance objectives and criteria for exemplary performance, and leadership and team effectiveness.
Provide focus and direction that supports Energy Northwest objectives:
Assist in the development of vision, mission, goals, and standards of performance.
Communicate and support the vision, mission, goals, and standards of performance that are based on upper quartile performance.
Oversee the development of contracts, programs, processes, schedules, and procedures for site services that drive safe, efficient, and productive work practices.
Ensure site services International Building Trades management is in accordance with the General Presidents Project Maintenance Agreement (GPPMA) current revision.
Ensure appropriate staffing and qualifications are maintained.
Continually monitor site services performance against the approved budget/headcount.
Support the Nuclear Projects General Manager:
Ensure continuous improvement and consistent application of work management principles for site services.
Ensure the appropriate application of EN’s Error Prevention Tools (EPT) (Standard-01).
Perform observation of in-field tasks to coach and provide feedback to site services craft and supervisors.
Monitor the site services shop and field practices to strengthen the day-to-day operation and coordination of site services.
Provide oversight of site services training activities to ensure quality training for supplemental craft and supervisors. Oversight is exercised through critical assessment, observations and performance input of training.
Provide input for scheduling projects associated with plant systems and components for on line and outages.
Perform scheduled benchmarking and self-assessments associated with Maintenance and Supplemental Personnel management.
Participation in the Emergency Response Organization (ERO) when designated.
Must support biennial refueling outages.
Must provide support to the OCC, project war room, and EOC when designated.
Provide other department/station collateral duties as required.
REQUIRED EDUCATION AND EXPERIENCE
Requires a bachelor’s degree in Engineering or a related technical field from an accredited college or university and ten or more years of related nuclear industry experience with an adequate combination of project management, project budget, and maintenance experience. At least seven of the ten years of nuclear industry experience must be within the role of direct project supervisor/management experience.
OR Associate degree and fourteen or more years of related nuclear industry experience with an adequate combination of project management, project budget, and maintenance experience. At least seven years of nuclear industry experience must be within the role of direct project supervisor/management experience.
OR High school diploma or GED and eighteen or more years of related nuclear industry experience with an adequate combination of project management, project budget, and maintenance experience. At least seven years of nuclear industry experience must be within the role of direct project supervisor/management experience.
Typically, selected candidates are hired between the minimum and midpoint of the range, based on applicable experience and qualifications, market rate, internal equity, and budgetary allowances.
Offers will be negotiated based on each candidate's qualifications.
This role may be eligible to participate in our annual incentive plan. Incentives are earned based on employee performance against defined metrics and company goals.
