Summary
The position is accountable and responsible for the roadmap, budget execution, vendor management, implementation and operation of the technology associated to the Advanced Distribution Management System (ADMS). Additionally, this position is responsible for identifying innovative ideas, executing on projects, monitoring day-to-day operational impacts, managing the defect process from identification to complete resolution, identifying enhancement opportunities and collaborating with leadership across Technology and T&D Services, as well as other internal and external stakeholders. The position will work across Oncor to modernize and maintain the outage and distribution management technologies and processes, enable greater functionality and situational awareness for Distribution Grid Operations, and provide enhanced security and system resiliency. Specifically, this role will support and maintain the ADMS platform and associated technologies and infrastructure for Distribution Management (DMS), Distribution Supervisory Control and Data Acquisition (D-SCADA), Outage Management (OMS) and Field Service Management (FSM) systems.
This position is a hybrid work environment with 3+ days in-office at the listed location.
Key Roles & Responsibilities•Responsible for providing oversight of the real time 24/7 monitoring, maintenance and daily operations of the ADMS SCADA System.
•With direction from leadership, leads cross functional teams to assess and anticipate current and future ADMS, as well as general Distribution grid operation, technical and functional requirements; develops, maintains and leads the execution of a roadmap and implementation for these requirements.
•Manage 24x7 technical support for problem diagnosis and correction of network and system.
•Demonstrate advanced knowledge of OT protocols such as ICCP and OPC.
•Provides oversight of the implementation, monitoring, maintenance and daily operation of the ADMS, including infrastructure components, integrations and other associated tools and systems that support Distribution grid operation functions.
•Manages the ADMS function’s capital and operational budgets and makes informed and dynamic investment prioritization decisions.
•Manages vendor relationships related to the ADMS, and evaluates vendor products and services with enterprise strategy, technology and grid operation objectives.
•Implements and maintains industry and security standards as well as development methodologies for the ADMS function to increase its responsiveness, resiliency, security and growth.
•Advanced knowledge of NIST Risk Management Framework (RMF), NERC CIP, Cyber Security and other regulatory requirements governing infrastructure and processes in electric utility environments Provides leadership and support for system and infrastructure maintenance activities and upgrades, including but not limited to: patching, system configurations, application integrations, hardware replacements, database updates, testing, quality checks and deployment of new technologies.
•Collaborates with stakeholders to ensure the ADMS solution and associated processes continuously improve, is stable and secure, and that issues are resolved in a timely manner.
•Collaborates with Architecture and infrastructure teams on the ADMS and the environment in which it’s hosted to ensure adherence to design best practices by incorporation of modern infrastructure, network and security controls.
•Oversees and manages projects that operationally impact the ADMS, and ensures they follow PMO methodology processes and tollgates.
•Defines technology standards and the supporting processes to ensure the successful implementation of new technologies while maintaining both compliance and operational stability of the ADMS.
•Develops Technology policies and procedures with oversight for administration of user permissions, security levels and technical accountability that adhere to NIST, Cyber Security and other regulatory requirements.
•Develops and implements appropriate change, incident and problem management processes, and ensures proper integration with overall Technology processes.
•Develops and implements appropriate performance metrics to be utilized by the operations teams, management and key stakeholders.
•Ensures effective asset management processes are in place to maintain healthy Technology infrastructure with a strong technology roadmap.
•Acts as a security liaison between Technology and other stakeholders across Oncor to ensure the processes of both organizations are followed and implemented with security outcomes that benefit the unique needs of both organizations.
•Recruits, trains and mentors Technology support staff members while developing teams and leaders to ensure goals are achieved.
•Develops and implements appropriate change, incident and problem management processes and ensure proper integration with overall Technology processes.
Skills
•Strong written as well as verbal communication skills.
•Serves as a technical acumen and has a strong understanding of technology infrastructure deployment and maintenance cycles, as well as an understanding of a multiple software/hardware vendor supplier environment.
•Understanding of the security and regulatory environment in which these technology and control systems operate.

Education And Experience
•High School Diploma, GED, or equivalent is required.
•Bachelor’s degree in engineering, computer science, management information systems, or related field is encouraged to apply.
•7-10 years of professional relatable work experience from an engineering, business, management information systems, or a related field is required.
•6-8 years of experience providing leadership in a multivendor technology environment is strongly encouraged to apply.
