Position Overview:
The Major Capital Projects Sr. Engineering Project Manager - Quality Assurance ensures the successful implementation of project specific quality plans for all Major Capital Projects. This role is critical in maintaining compliance with project drawings, specifications, codes, standards, and company policies, driving quality excellence throughout the project lifecycle.
Responsibilities:
- Develop, lead, and manage the Quality Assurance program for Major Capital Projects, ensuring robust oversight during procurement, fabrication (field and shop), assembly, and installation.
- Collaborate with discipline-specific QA representatives to support and enhance QA activities.
- Develop and implement standardized QA strategies to drive quality performance for Motiva and its contractors.
- Champion a culture of "Quality Accountability" across the organization, serving as a resource for quality awareness and continuous improvement.
- Collect, track, and report quality performance metrics to benchmark expectations and identify opportunities for improvement.
- Oversee the formal Non-Conformance Reporting (NCR) program for all disciplines.
- Support QA strategies for rotating equipment, pressure equipment, civil, electrical, and instrumentation, ensuring compliance with the Motiva Quality Plan.
- Standardize quality requirements for engineering, construction, installation, bid inquiries, contract documentation, and turnover processes.
- Establish formal Inspection & Test Plans to enhance the quality of deliverables.
- Ensure compliance with all relevant codes and specifications.
- Identify and drive performance improvements during project execution (e.g., weld reject rates, equipment reliability).
- Exercise organizational freedom to investigate issues, recommend corrective actions, and approve plans for major non-conformance findings.
- Maintain unobstructed access to review and inspect work processes and deliverables within Engineering and Major Capital Projects.
Experience and Qualifications:
Required Education and Experience
- High school diploma or GED equivalent. BS degree in Mechanical Engineering preferred but not required.
- Experience developing Site Surveillance Quality Plans for mega projects.
- 15+ years working as a quality inspector or quality manager either as Owner or EPC.- Experience collaborating with engineering and construction contractors.
- Strong organizational, analytical, planning, and communication skills.
- Proficiency in Microsoft Office (Excel, PowerPoint, Word).
- Inspection-related certifications (e.g., CWI).
- 15+ years of QA/QC experience in a construction environment.- Experience working with EPC firms and vendor shops (NCRs & RFIs).
- Previous supervisory experience.
- Knowledge of project execution processes.
