# Position Summary: In collaboration with the VP of Financial Services/CFO, Controller, and Finance/Accounting departments, the Senior Budget & Financial Strategy Manager leads the development, oversight, and strategic alignment of the organization’s budgeting and financial planning processes for New Hampshire Electric Cooperative and NH Broadband. Responsibilities and Essential Functions: Strategic Financial Leadership - Lead the annual budgeting process, including developing planning calendars, facilitating stakeholder engagement, and securing executive approvals. - Design and maintain multi-year and 10-year financial forecasts that integrate business, industry, and operating assumptions, as well as economic analyses, to ensure the organization’s long-term financial strength. - Develop scenario planning models, business cases, and financial analyses to support strategic initiatives and organizational decision-making. - Partner with functional leaders to align resources with strategic priorities and design cost-effective operational plans. - Serve as a trusted advisor to executive leadership on financial strategy and organizational performance. Financial Performance & Analysis - Monitor and analyze financial results, identify trends, and deliver actionable insights to improve accuracy, efficiency, and outcomes. - Support capital planning and investment decisions, ensuring optimal allocation of financial resources. - Provide oversight and review of the corporate tax return in partnership with the Controller. - Ensure compliance with generally accepted accounting principles (GAAP), FASB standards, FERC requirements, and other applicable accounting frameworks. Regulatory & Compliance Oversight - Ensure adherence to regulatory requirements of the New Hampshire Public Utilities Commission and maintain current knowledge of changing regulations. - Monitor financial assurance obligations with ISO-NE and other governing entities. - Manage relationships with lenders, ensuring mortgage covenant compliance, sufficient liquidity, and access to long-term financing. - Serve as the primary liaison to credit rating agencies, supplying financial and analytical data to maintain a strong credit rating. Specialized Financial Management - Oversee post-retirement benefits plan administration, including annual actuarial reviews, healthcare trend analysis, and investment portfolio performance; present recommendations to stakeholders. - Direct the preparation, review, and submission of annual property tax filings to the DRA and municipalities, ensuring accuracy, timeliness, and compliance. - Evaluate asset valuations and taxation, forecast annual property tax expenses, and pursue abatements or remediation actions when necessary. - Optimize the organization’s cost of borrowing by balancing investment returns with prudent risk management. - Support NHEC’s strategic and cultural goals through Balanced Scorecard objectives, performance assessments, and safety improvements. - Supports the cultural goals of NHEC by exhibiting self-leadership, developing, and maintaining effective working relationships, being innovative, and seeking feedback. Required Education and Experience: - Bachelor’s degree in business administration, Accounting, Finance, or related field. - 10+ years of progressive experience in financial modeling, budgeting, variance analysis, and forecasting. - Proven ability to organize, plan, direct, and supervise complex financial functions. - Proficient in budgeting and analytics software, including Axiom, Power BI, Microsoft SQL, and other financial reporting tools. - Strong analytical skills with the ability to interpret and present complex financial data to diverse audiences. - Knowledgeable in data processing and information systems as they relate to financial management. - In-depth understanding of forecasting, budgeting, cash management, and liquidity planning. - Strong command of GAAP and relevant regulatory frameworks. - Ability to effectively communicate verbally and in writing. - Must be capable of meeting established NHEC goals through development and implementation of policies, practices, and procedures. Preferred Education and Experience: - Master’s degree in finance/accounting or Master of Business Administration - Advanced degree or professional certification (CPA, CFA, CMA) preferred. - Additional training in financial management, data processing, and internal auditing. - Utility accounting experience All NHEC Staff: - Embody NHEC core values and encourage others to do so as well. - Emergency Restoration - Assistance with restoration efforts is required of all employees. - Employees will be assigned functions to support storm restoration and for some employees that may be different from their normal duties. - Such assistance may require working nights, weekends and holidays which may involve considerable extra hours. - In order to meet this working condition, all employees are required to provide a personal phone number where they may be reached after hours. Working Conditions: Normal office conditions, occasional overtime may be required. Positions eligible for a hybrid work schedule will be dependent upon management approval & workload, however on-site office work in the Plymouth, NH area will be required. Will be required to work long hours on occasions, especially during major system outages. Limited travel required in the performance of work responsibilities and representing NHEC at various professional and association meetings. Compensation: NHEC views compensation in a holistic and transparent manner. The targeted salary range for this position is $132,109.39-150,931.62 with anticipated pay for new hires between the entry and midpoint of this range and could vary above and below the listed range. Pay is based on non-discriminatory factors including but not limited to work experience, education, licensure requirements, proficiency and qualifications required for the role. The base pay is just one component of NHEC’s total compensation package for employees.
