About This Job

The Safety Technician – Lockout/Tagout Specialist is responsible for the implementation and maintenance of the IMTT Bayonne Hazardous Energy Control Program in accordance with IMTT Corporate Policy and 29 CFR 1910.147. The Safety Technician – Lockout/Tagout Specialist has the authority to act on all matters relating to the operation and administration of the control of hazardous energy at the Bayonne Terminal. This will include (but is not limited to) coordination and execution of related trainings, auditing of program execution, periodic inspections of procedures and permits, procedure reviews, field investigations before and after LOTO execution (as needed) and advising terminal employees in Hazardous Energy Control related matters.

Responsibilities

•

Annually review and update the Hazardous Energy Control Program.

•

Provide Hazardous Energy Control Training to employees and contractors and maintain documentation.

•

Conduct Hazardous Energy Control Periodic Equipment Procedure Review

•

Conduct Lockout/Tagout Periodic Employee Review.

•

Conduct monthly review of the Hazardous Energy Control checklists and permits generated in the prior month along with the relevant procedures and verify that they were properly completed with appropriate detail and filed for review once completed.

•

Ensure adequate blank logs, checklists, permits, and tags are available.

•

Ensure approved hardware (locks, hasps, tags, etc.) are present in sufficient quantities.

•

Collect completed logs, permits, and checklists for filing.

•

Review logs, permits, and checklist for missing data and improvement opportunities.

•

Update Equipment Specific LOTO Procedures.

•

Initiate MOC reviews as necessary, due to change in equipment or LOTO procedures.

•

Issue Work Permits, LOTO Permits and conduct JSA reviews.

•

Conduct and participate in safety trainings.

•

Conduct job site safety inspections and audits.

•

Attend project and job kickoff meetings as needed.

•

Participate in Incident Investigations as needed.

Prepare Work Orders and Work Requisitions in EAM and manage Invoicing in Workday.

Education and Experience

•

Degree in Occupational Safety and Health, Safety Management or equivalent

•

At least 5 years of experience in Safety Management in the Petro-Chemical or tank storage industry.

•

Experience Hazardous Energy Control Procedures.

•

Valid Driver’s License

•

TWIC (Transportation Workers Identification Credentials) for access to IMTT’s terminal locations.

•

Management or supervisory experience preferred.

Skills and Abilities

•

Clear and concise written and verbal communication skills in the English language.

•

Ability to understand written and verbal communication in the English language.

•

Ability to make decisions in a variable environment.

•

Knowledge of basic mathematics (addition, subtraction, multiplication, division, and fractions).

•

Capable of participating in the terminal emergency response organization

•

Proficient in the use of computer automated control and monitoring systems.

•

Professional safety training.

Hours of Work

•

Typical hours of operation are Monday through Friday.

•

This position requires the ability to perform overtime and occasional weekend work as job duties demand.

•

Occasional travel may be necessary, sometimes with little or no advance notice.

This job operates in a professional office environment as well as the outside environment where temperatures routinely reach 95 to 100 degrees Fahrenheit in the summer.

This role routinely uses standard office equipment such as computers and smartphones.

•

While performing the duties of this job, the employee is regularly required to talk or hear.

•

This would require the ability to lift up to 25 pounds, bend, stand, or stoop, as necessary.

•

Ability to perform climbing, bending, stooping, kneeling and moderate lifting.

•

Must be able to work in confined spaces, over water and not be afraid of heights.

•

Ability to wear and use a respirator and PPE.

Because the facility and adjoining facilities handle hazardous materials, the labor force must be able to evacuate quickly from any location of the facility without assistance in an emergency.
