- Issue daily work permits for contractors who will be working on site;
- Required to inspect all areas before issuing work permits for General, Hot Work, Confined Space and Dike area entry, etc.;
- Close out permits as applicable inspecting all areas for proper housekeeping;
- Must be able to wear respiratory protection, i.e., full face respirator, SCBA and SAR;
- This position will be the Terminal FSO. Duties include the following:
- Ensure that the Facility Security Assessment (FSA) is conducted;
- Ensure the development and implementation of a FSP;
- Ensure that an annual audit is conducted, and if necessary that the FSA and FSP are updated;
- Ensure the FSP is exercised per §105.220;
- Ensure that regular security inspections of the facility are conducted;
- Ensure the security awareness and vigilance of the facility personnel;
- Ensure adequate training to personnel performing facility security duties;
- Ensure that occurrences that threaten the security of the facility are recorded and reported to the owner or operator;
- Ensure the maintenance of records required by this part;
- Ensure the preparation and the submission of any reports as required by this part;
- Ensure the execution of any required Declarations of Security with Masters, Vessel Security Officers or their designated representatives;
- Ensure the coordination of security services in accordance with the approved FSP;
- Ensure that security equipment is properly operated, tested, calibrated, and maintained;
- Ensure the recording and reporting of attainment changes in MARSEC Levels to the owner or operator and the cognizant COTP;
- When requested, ensure that the Vessel Security Officers receive assistance in confirming the identity of visitors and service providers seeking to board the vessel through the facility;
- Ensure notification, as soon as possible, to law enforcement personnel and other emergency responders to permit a timely response to any transportation security incident;
- Ensure that the FSP is submitted to the cognizant COTP for approval, as well as any plans to change the facility or facility infrastructure prior to amending the FSP; and;
- Ensure that all facility personnel are briefed of changes in security conditions at the facility.
- Ensure the TWIC program is being properly implemented;
- Must be able to operate all emergency response equipment;
- Required to be a member of the Emergency Response Team and complete and pass all emergency response team training;
- Must complete and pass annual Emergency Response Team physical;
- Must be able to certify as a confined space rescue supervisor and will have primary responsibility serving in that role;
- Must follow and enforce established regulatory, company, industry and customer specific SOPs;
- Candidates must possess a positive work attitude, be environmentally responsible and safely conscious;
- Must be self-motivated and have strong communication skills;
- Required to do field inspections of all environmental, fire and safety equipment as directed;
- Required to conduct other field inspections related to EHS as requested;
- Direct, assist and perform fire watch duties as required;
- Continuously monitor all work sites;
- Responsible for stopping and correcting any unsafe conditions in the field and reporting these deficiencies (near misses, unsafe conditions, incidents) to management;
- Other duties as assigned.
- Knowledgeable about EHS policies, instrumentation, fire hazards, confined space entry, etc.
- Working knowledge of all emergency response equipment
- Working knowledge of foam systems, fire suppression systems, fire pumps, fire alarm system, emergency response equipment
- Must possess and maintain a valid driver license
- Must be able to complete training to become Facility Security Officer
- Must be able to obtain and maintain a Transportation Workers Identification Credential (TWIC)
- Must be able to obtain and meet criteria for confined space rescue supervisor

- Subject to background check and mandatory drug screen/on-going random testing
Preferred education, experience, certifications, competencies, skills, and abilities:
Above the minimum requirements; not required but advantageous in this position:
- Associates or Bachelor’s Degree
- Background previous Emergency Response Team Member
- Previous firefighting experience
- Previous experience acting in a permit writer capacity
- Previous experience acting as a confined space rescue supervisor
- Experience in any security capacity
