Job Description

The Staff Services Officer II plays a key role in supporting the daily operations of the Human Resources Division. This position provides a wide range of administrative, coordination, and program support functions to ensure smooth communication, compliance, and efficient workflow across the division. The ideal candidate is detail-oriented, organized, and able to manage multiple priorities while maintaining confidentiality and professionalism. This role is a vital member of a dedicated HR team that values collaboration, service excellence, and continuous improvement. This role offers opportunities to grow professionally while contributing to programs that support employees across the agency.


Essential Job Duties


Administrative and Communications Management

- Manage the HR division's primary communication channels, including the main phone line, email inbox, and fax, directing inquiries to the appropriate personnel and providing initial assistance.

- Serve as a central point of contact and coordinator for the division’s employees’ safety, phone systems, and training initiatives.

- Coordinates meetings and events, maintains conference room calendar, and coordinates other divisional activities as needed.

- Arrange business travel and conference registrations for HR staff.


Employee Records and Verification

- Verify prior state service for new and existing employees to ensure accurate service dates and accrual of benefits, such as longevity pay and paid time off.

- Conduct Employment Verifications (VOEs) for current and former employees.

- Process and verify data required for the Public Student Loan Forgiveness (PLSF) program.

- Maintain employee personnel files, ensuring accuracy, confidentiality, and compliance with retention policies. Oversee the division’s file room organization and security.


Employee Programs and Logistics

- Coordinate the issuance of employee ID badges and parking permits for agency employees, including tracking and management of inventory.

- Administer the quarterly Employee Service Awards and the annual Outstanding Service Awards programs.

- Assist with the coordination and preparation of formal retirement recognition and other special service commendations.

- Serve as the agency's coordinator for the State Employee Charitable Campaign (SECC).

- Provide backup support for benefits administration, assisting with enrollments, changes, and employee inquiries.

- Provide backup support for routine timekeeping issues and assist with general timekeeping inquiries.


Purchasing and Contracts

- Coordinate purchasing requests and contracts for the HR division, ensuring compliance with procurement policies and procedures.

- Monitor spending, track pending requisitions, and assist with projections for budget development.


Digital Content and System Support

- Maintain and update content on the HR division's intranet pages to ensure information is current and easily accessible to employees.

- Manage and process password reset requests for the statewide CAPPS HR/Payroll system.


Policy and Compliance Tracking

- Track and process telework and alternative work schedule requests in accordance with agency policy.

- Receive, track, and respond to open records requests within established timeframes and in an accurate manner, coordinating with legal and other departments as needed.

Qualifications


Minimum Qualifications

- Graduation from an accredited four-year college or university with major coursework in human resources, public or business administration, or a related field.

- Two (2) years' experience providing administrative support or administering operations.

- Demonstrated excellent organizational and multitasking skills with strong attention to detail.

- Proficiency with Microsoft Office (Word, Excel, PowerPoint, and Outlook) and familiarity with HR or ERP systems (e.g., CAPPS).

- Demonstrated excellent written and verbal communication skills.

- Ability to handle confidential information with discretion.

- Customer service–oriented, proactive, and adaptable to changing priorities.

- Work in the office 50% of the time.

- Valid Texas Driver's License and good driving record.

- Experience and education may substitute for each other on a year-for-year basis.


Preferred Qualifications

- Experience working in a public-sector environment and/or in a human resources department.

- Familiarity with basic human resources management principles and practices.

- Familiarity with state and federal regulations governing personnel activities.

- Experience working with the State of Texas’ Centralized Accounting and Payroll/Personnel System (CAPPS).

- Ability to establish and maintain effective working relationships.

- Ability to accurately file, sort, alphabetize, organize, and distribute documents and retrieve files.

- Ability to walk distances up to one mile indoors and outdoors.

- Ability to reach low and high, push and pull heavy file drawers, and lift, carry, and move up to 30 pounds.


Physical Requirements

The physical requirements described here are representative of those that an employee must meet to successfully perform the essential functions of this job.

Ability to reach high and low; open, close, and retrieve files from file cabinets as well as operate a computer keyboard and appropriate office equipment. The position requires the ability to frequently stand, walk, sit, or stand for long periods of time, lift up to 30 lbs., open filing cabinets, and bend or stand on a stool as necessary.

Work Hours and Telework: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agency’s approved Telework Plan. Alternate work schedules and telework may be discussed with the hiring manager during the interview process.
