To view benefits available to all State of Texas employees visit the Employee Retirement Systems website at https://ers.texas.gov/benefits-at-a-glance.Job DescriptionThe Railroad Commission of Texas, recognized as a worldwide leader in the regulation of oil and gas exploration, seeks a District Office Cleanup Coordinator to perform advanced technical fieldwork in the State Managed Cleanup Program in the San Angelo District Office (District 7C) of the Oil Gas Division.The Railroad Commission (RRC) has received federal funds from the U.S. Department of the Interior (DOI) under Title VI and#8211; Methane Reduction Infrastructure section of the Infrastructure Investment and Jobs Act (IIJA) to plug orphaned wells. RRC could potentially receive grant funds from other sections of the IIJA. This position is temporary for the duration of the IIJA federal funding, which is scheduled to be six to eight years.Responsibilities include conducting technical site assessments, reviewing and monitoring operator cleanups, and conducting inspections and environmental audits to ensure compliance with Commission pollution prevention regulations. This position offers the opportunity to learn up-to-date oil and gas operations and procedures, regulatory requirements, techniques, and equipment. Work is performed under the general supervision of the Austin Site Remediation Section and the District Director.Essential Job Functionsand#8226;Identification, inspection, and assessment of abandoned oil field sites. and#8226;Monitoring and scheduling of contractors and management of state-funded cleanup projects.and#8226;Collection and review of contractor invoices for accuracy.and#8226;Preparation and coordination of cleanup bids in compliance with state requirements.and#8226;Prepares procurement plans for bids, arranges primary contractor and outside services related to state managed cleanup operations.and#8226;Audits and processes invoices and payment vouchers to ensure compliance with state procurement procedures. and#8226;Utilizes gauge lines, color cut, and other testing equipment (i.e., chloride test kit) for titration of fluids.and#8226;Equipment maintenance and decontamination will be an ongoing responsibility.and#8226;Collects and correlates engineering and geological data.and#8226;Surface and subsurface soil and groundwater sample collection, preservation, and documentation.and#8226;Interpretation of lab analysis results, data gathering and file research, and writi g of detailed technical reports.and#8226;Performs related essential tasks, as assigned, to maintain workflow.For Military Crosswalk information please visit:Military Crosswalk for Occupational Category - Engineering and Design (texas.gov)

Qualifications: Minimum Qualificationsand#8226;B.S. or B.A. in engineering, geology, geography, geographic information systems, environmental science, or other scientific degree from an accredited four-year college or university.and#8226;Twelve (12) months related work experience.and#8226;Experience and education may be substituted, on a year for year basis. Preferred Qualificationsand#8226;Industry experience in oilfield and/or plugging operations. and#8226;Experience in oil and gas regulatory functions.and#8226;Knowledge of the Railroad Commission's rules, policies, and procedures. Knowledge, Skills, and Abilitiesand#8226;Skill in higher-level/college-level mathematics and a working knowledge of engineering techniques and principles.and#8226;Demonstrate understanding and ability to apply geological concepts, techniques, theories, and principles.and#8226;Demonstrate skill in excellent organizational, communication, and writing skills.and#8226;Demonstrate skill in handling and use of oilfield tools, technical equipment, and protective gear.and#8226;Skill in using computers, Microsoft Office, other Windows-based software, and database applications.and#8226;Skill in maintaining a high level of accuracy and attention to detail.and#8226;Possess a valid Texas Driverand#8217;s License and good driving record.and#8226;Ability to maintain professional appearance and demeanor when investigating complaints.and#8226;Ability to understand, apply, and interpret engineering and geological concepts, techniques, and theories.and#8226;Ability to drive, perform basic maintenance and tire changes on and#190; ton truck.and#8226;Ability to walk up to two miles in varying weather conditions as required to perform inspection work.and#8226;Ability to discern colors.and#8226;Ability to operate, lift, and carry oilfield or safety equipment.and#8226;Ability to climb ladders to heights of 16 feet.and#8226;Ability to lift, carry, and move an average of 20-30 lbs. to perform daily duties.and#8226;Ability to work independently for long periods of time while meeting workload demands.Work Hours and Telework:Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agencyand#8217;s approved Telework Plan.
