The Railroad Commission of Texas seeks an experienced IT Business Analyst IV to perform highly advanced (senior-level) business analysis work related to implementation of complex technology hardware and software projects for the Technology Modernization efforts at the Railroad Commission of Texas (RRC). Duties involve use of multiple methods in gathering, developing, and documenting requirements; the review, assessment, and development of business processes; the creation and validation of user acceptance testing; and research and special project support provided to users.
This position will be responsible for analysis and documentation in the implementation of multiple inter-related projects (including implementation of software applications in Software as a Service (SaaS) or Commercial Off the Shelf (COTS), migration of data from the mainframe to the new systems and building a Data Warehouse). Assessment of existing Mainframe Transformation business analysis processes, implementation of any necessary improvements to these processes, and monitoring/enforcement of the processes to ensure deliverables and materials are produced and maintained in accordance with newly established processes and procedures, are of consistent quality, and use accepted business analysis methodologies. May make assignments and tracks work of other team members or completes individual assignments as needed. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
- Assesses LoneSTAR program processes, procedures, and standards, focusing on analysis and design, recommends and implements improvements, and monitors implementation and project adherence to these processes.
- Analyzes and documents business processes for IT projects, including the transition of legacy/mainframe systems to modern technologies.
- Elicits requirements, prepares requirements packages, analyzes requirements, verifies and validates requirements and solutions.
- Develops and/or reviews complex system documents and business processes to convey business requirements and to support efficient system design.
- Coordinates and/or participates in user acceptance testing and testing of new system functionality.
- Conducts tests and inspections of products, services, or processes to evaluate quality or performance.
- Provides assistance to developers, systems analysts, and/or customers on applications and software implementations, as needed.
- Provides complex quality assurance consultation to, or oversight of, projects, assignments, and/or special initiatives.
- Identifies potential project risks and difficulties, and designs strategies to mitigate or avoid them.
- Reviews complex project deliverables such as project charters, design documentation, test plans, and risk assessment plans, and provides comments and suggestions to document owners.
- Leads and/or participates in developing corrective action plans for projects or programs determined to be out of compliance with established policies or processes.
- Works closely with project managers to monitor project quality, risks, and issues; analyze trends; report findings; and make recommendations to alleviate project concerns and mitigate risks.
- Identifies potential project risks and difficulties and designs strategies to mitigate or avoid them.
- Reviews and makes assignments to other team members as needed, as well as completes own assignments.

- Bachelor’s Degree from an accredited four-year college or university, preferably with major coursework in information systems, computer science, business, or a related field.
- 10 years of experience as a Business Analyst, including documentation of processes, requirements, managing activities, planning, developing, and implementing projects or maintenance activities.
- 8 years of experience as a Business Analyst involving information technology programs.
- Experience may have occurred concurrently.
- Experience and education may be substituted for each other on a year-for-year basis.
- Experience with the RBDMS platform.
- Experience dealing with regulatory processes, such as permitting, inspection, and/or licensing.
- Experience with process improvement strategies and methodologies.
- Experience with test planning and implementation strategies, particularly user acceptance testing.
- Proven ability to lead change and design more efficient processes.
- Proven ability to resolve conflict and deal with challenging situations.
- CCBA (Certification of Capability in Business Analysis), CBAP (Certified Business Analysis Professional), or similar certification.
- Knowledge of Business Analysis and Project Management Processes (BABOK/PMBOK) and the DIR Project Delivery Framework.
- Knowledge of systems and procedures used to evaluate a third-party vendor’s performance.
- Knowledge of Agile methodologies, including build planning, sprint planning, and sprint execution processes and activities.
- Knowledge of large-scale IT operations and information technology industry trends.
- Knowledge of technology modernization implementation from legacy/mainframe systems into modern technologies.
- Knowledge of change management best practices for technology-related initiatives, including training and communication.
- Knowledge of user acceptance testing methods and strategies.
- Knowledge of work simplification methods.
- Skill in the coordination of business analyst activities; the analysis and documentation of business processes, elicitation of requirements, development of process improvement, planning and execution of integration and user acceptance testing, support of development training and implementation material.
- Skill in coordinating and solving problems.
- Skill in managing user expectations and satisfaction.
- Skill in analyzing complex business environments and policies to develop effective and innovative solutions.

Ability to work a consistent schedule, such as Monday through Friday, 8 AM—5 PM Central Time, with occasional flexible hours, after-hours, weekends, and holidays.
Note: Salary will be determined based on education and experience.
Work Hours: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees as long as they do not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agency’s approved Telework Plan. Alternate work schedules may be discussed with the hiring manager during the interview process.
