The Railroad Commission of Texas seeks a Business Analyst III to perform business analysis work in the Application Development and Maintenance section of the Information Technology Services Division. Duties involve using multiple methods to gather, develop, and document requirements; reviewing, assessing, and developing business processes; creating and validating user acceptance testing; and providing users with research and special project support. This role will work under limited to minimal direction, with considerable latitude for the use of initiative and independent judgment.
Essential Job Duties
1. Analyzes and documents business processes for IT projects.
2. Plans business analysis activities.
3. Elicits requirements, prepares requirements packages, analyzes requirements, verifies and validates requirements and solutions.
4. Analyzes program policies and procedures to determine their effect on automated systems and system functional areas.
5. Develops and/or reviews complex system documents to convey business requirements and to support efficient system design.
6. Coordinates and/or participates in user acceptance testing and testing of new system functionality.
7. Conducts tests and inspections of products, services, or processes to evaluate quality or performance.
8. Designs and implements new or revised methods that effectively meet agency needs.
9. Establishes long-range objectives and specifies the strategies and actions to achieve them.
10. Provides assistance to developers, systems analysts, and/or customers on applications and software implementations, as needed.
11. Provides complex quality assurance consultation to, or oversight of, projects, assignments, or special initiatives.
12. Identifies potential project risks and difficulties, and designs strategies to mitigate or avoid them.
13. Reviews complex project deliverables such as project charters, design documentation, test plans, and risk assessment plans, and provides comments and suggestions to document owners.
14. Leads and/or participates in developing corrective action plans for projects or programs determined to be out of compliance with established policies or processes.
15. Assists in the areas of information technology planning, justification, and procurement.
16. Performs related work as assigned.

Knowledge, Skills, and Abilities
1. Knowledge of Business Analysis and Project Management Processes (BABOK/PMBOK) and the DIR Project Delivery Framework.
2. Knowledge of user acceptance testing methods and strategies.
3. Knowledge of work simplification methods.
4. Skill in the coordination of business analyst activities; the analysis and documentation of business processes, elicitation of requirements, development of process improvement, planning and execution of integration and user acceptance testing, support of development training and implementation material.
5. Skill in coordinating and solving problems.
6. Skill in managing user expectations and satisfaction.
7. Ability to lead diverse activities while maintaining a high degree of efficiency in achieving the commission goals thru consistent, effective assessment and implementation of improvements.
8. Ability to exercise sound judgment in making critical decisions; to analyze complex information and develop plans; to interpret complex data; to effectively demonstrate negotiation and facilitation skills; to communicate effectively; and to plan, assign, and/or supervise the work of others.
