Job Description
The Railroad Commission of Texas, recognized as a worldwide leader in the regulation of oil and gas exploration and production, seeks a Systems Analyst VI to perform complex project and operational actions and work coordination for the Mainframe Transformation section of the Information Technology Services (ITS) Division. Major responsibilities include critical work to coordinate individuals and team to develop solutions to maintain high-performance software solutions using Agile and Waterfall methodologies, including individual assignments that are very complex in nature or very large in scale. The technical environment includes newer technologies and services (Microsoft .NET and SQL, Mulesoft, Oracle, ForgeRock, Azure platform including Azure DevOps) with integrations to several legacy platforms (Java, Legacy integrations, Mainframe IMS). This position will performs highly complex coding, testing, debugging, and implementation of applications; oversee and/or perform the research and the analysis required for project proposals, software and systems modifications, and new projects; oversee and/or analyze, design, plan, diagram, and verify procedures for existing and proposed applications; and, oversee and/or develop instructions or manuals for end users. Reviews and evaluates programming efforts in relation to systems requirements. Provides technical advice, assistance, and recommendations in matters related to programming operations and problems. Work for this position is very high-paced and includes work on multiple projects, interactions with multiple teams, and includes interactions with multiple vendors for project success. May assign and supervise the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Essential Job Duties
•Participates in the planning, design, development, implementation, support, and maintenance of information technology security measures to safeguard departmental information for assigned systems.
•Leads, participates in, or develops and executes system strategies in line with the enterprise-level strategies and technical direction related to Mainframe Transformation systems. This includes providing input in establishing processes and procedures for executing tasks to implement technology road maps.
•Proposes system implementation designs and formulates logical descriptions of problems for resolution. Plans and implements optimum solutions following guidance from the Enterprise Architect as needed.
•Identifies system requirements, develops functional design specifications to meet requirements, and solutions to complex operational problems.
•Conducts tests and diagnoses systems to ensure critical requirements are met.
•Coordinates technical project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors.
•Develops criteria for evaluating computer programs, technical proposals, and other pertinent information related to project assignments.
•May assist in developing project budgets, schedules, work plans, resources requirements, and cost estimates and projections.
•Identifies potential technical project risks and difficulties and designs strategies to mitigate or avoid them.
•Will plan, assign, and/or supervise the work of others to include resource and performance management.
•Performs related work as assigned.

Qualifications
Minimum Qualifications
•Bachelor’s degree from an accredited four-year college or university, preferably with major coursework in information systems, computer science, data processing, communications, business, or a related field.
•At least six (6) years of hands-on web development or closely related experience.
•At least four (4) years of experience using one or more of .NET Core, Java, JSON, XML, Docker, iText, GoAnyWhere, Azure, Oracle, Mulesoft, Informatica, and other RRC approved and cloud friendly/native technologies/tools to design, develop, test, troubleshoot, and repair enterprise-class applications.
•At least two (4) years of experience performing analysis and maintenance of customer critical .NET based applications in a high-visibility production environment.
•Working knowledge of or training in developing, enhancing, maintaining applications in Azure, Amazon and/or Google cloud platforms.
•Total years of experience may run concurrently.
•Experience and education may be substituted on a year for year basis.
Preferred Qualifications
•At least eight (6) years of hands-on web development or closely related experience.
•At lead four (4) years of hands-on experience in production support, bug fixes, root cause analysis and handling high prority production support tickets.
•At least six (6) years of experience using one or more of .NET Core, Java, JSON, XML, Docker, iText, GoAnyWhere, Azure, Oracle, Mulesoft, Informatica, and other RRC approved and cloud friendly/native technologies/tools to design, develop, test, troubleshoot, and repair enterprise-class applications.
•At least four (4) years of experience performing analysis and maintenance of customer critical .NET based applications in a high-visibility production environment.
•At least two (2) years of experience in developing, enhancing, maintaining applications in Azure, Amazon and/or Google cloud platforms.
•At least two (2) years of experience developing, enhancing, maintaining application user experiences using iText, GoAnyWhere, HTML5, CSS3, Angular, React, and similar technologies.
•At least one (1) year of experience in data focused projects, like moving from Legacy to newer systems.
•At least one (1) year of experience in projects using Informatica (on-prem or cloud) or Mulesoft ESB to move data.
•At least one (1) year of experience in Data Warehouse projects.
•Experience in working in fast-paced and ever-changing environments; establishing project’s goals and objectives; exercising sound judgment in making critical decisions; analyzing complex information and developing plans to address technical issues.
•Total years of experience may run concurrently.
•Experience and education may be substituted on a year for year basis.

Miscellaneous Requirements:
•Ability to work a consistent schedule such as Monday-Friday, 8AM – 5PM Central Time with occasional flexible hours, after hours, weekends and holidays.
•Note: Salary will be determined based on education and experience.
Work Hours: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. Alternate work schedules may be discussed with the hiring manager during the interview process.
