ACCIONA in its Concessions Business Like is looking for a Right of Way Manager in Atlanta, Georgia, to provide support in national projects in the infrastructure sector under PPP schemes.
Job Description
Coordinate, schedule and implement the projects he/she leads within his/her unit/department, based on established standards and procedures, optimizing profitability of the projects assigned, and seeing to it that the established deadlines and quality standards are met.
They are responsible for the technical and economic management and control of the operation of the concession and the upkeep, maintenance and refurbishment of the infrastructures associated with the concession.
Mission: The Right of Way Manager ensures the timely and strategic acquisition of land rights necessary for the development, construction, and operation of infrastructure projects within the Concessions business unit in the United States. Acting as a key liaison between internal project teams, public entities, and legal stakeholders, this role is vital in supporting the company's long-term investment objectives through efficient right-of-way (ROW) and land acquisition processes.
Key Responsbilities:
Right of Way and Land Aquisition:
•Lead and conduct the process to acquire the rights-of-ways necessary to develop the infrastructure project.
•Identify and secure land rights, including easements, acquisitions or purchases required for the development of the project.
•Lead and oversee the negotiations with property owners, governmental agencies and third parties to acquire rights-of-way and related permits.
•Ensure full compliance with federal, state, and local regulations related to eminent domain, relocation assistance, and environmental permitting.
•Coordinate with legal teams to resolve encumbrances, ownership disputes, or condemnation issues, and support litigation processes if required.
•Build and maintain relationships with federal, state or local officials involved in Right of Way.
•Collaborate with engineering, permitting, construction, and legal teams to align acquisition strategy with project schedules.
•Support the permitting process by ensuring all ROW and land use agreements are properly documented and available for review.
•Manage third-party ROW agents, surveyors, and land consultants engaged in property negotiations or documentation.
Environmental Regulations:
•Lead and oversee the infrastructure project’s environmental and social needs.
•Manage third-party environmental agents to analysis the environmental permitting process.
Documentation & Risk Management:
•Maintain accurate and updated records of all land acquisition activities, agreements, payments, and correspondence in accordance with internal policies and audit standards.
•Identify and mitigate risks associated with land access, zoning, and landowner opposition.
•Provide regular reporting on acquisition progress, risks, and resolution strategies.
•Provide regular reporting on environmental permitting progress, risks, and resolution strategies.
Education & Experience
•Bachelor’s degree in Land Management, Real Estate, Civil Engineering, or a related field.
•Minimum 7 years of relevant experience in ROW acquisition or land development, preferably in infrastructure, utilities, transportation, or energy sectors.
•Familiarity with public-private partnership (P3/PPP) project environments is a strong plus.
•knowledge in Environmental regulations and permits is highly rated.
•Experience dealing with DOTs, FHWA, local planning boards, and regulatory bodies in the U.S.
Skills & Competencies
•Expert knowledge of real estate law, ROW negotiation tactics and eminent domain..
•Excellent communication and interpersonal skills; ability to build trust and negotiate effectively with diverse stakeholders.
•High attention to detail and project tracking abilities.
•Knowledge of appraisal, valuation principles, and relocation assistance regulations.
•Proficiency in Microsoft Office; experience with land acquisition platforms (e.g., IRWA tools, GIS systems, project databases) is an asset.
•Ability and willingness to travel regularly within the U.S.to travel as needed to project sites across the U.S
