SUMMARY
Assists in the acquisition and maintenance of the District’s easements, permits and engineering staking by working with landowners and other agencies. Maintains permanent records of easements, permits and other associated documents. Assists with other recordkeeping and customer contacts relating to system improvements and maintenance as needed.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned. Within the limits of approved board policies, operating guides and procedures, assumes responsibility and has commensurate authority for the following activities:
EXTERNAL RELATIONSHIPS Consumers: Provides efficient, helpful and courteous service, resulting in good consumer relations.
Landowners: Provides accurate information and notary services to ensure efficient and accurate easements are obtained.
General Public: Maintains friendly, cooperative relationships with the general public in the performance of these responsibilities so that the image of the District will be a favorable one.
SUPERVISORY RESPONSIBILITIES
This job has no supervisory responsibilities.
QUALIFICATIONS

The following knowledge and skill levels are needed to fulfill the requirements of this position: Knowledge of (1) construction/staking units; (2) Microsoft Access/SQL; (3) legal land descriptions; (4) survey grade GPS equipment; and (5) some knowledge of surveying. Some entry-level training can be provided in identified areas of weakness. Other beneficial attributes would be lineman experience, ability to multi-task, a background in computer programs used by utilities, and GIS/drafting experience.
The position requires extensive attention to detail. It also requires a strong aptitude with consumer relations, including the ability to deal with upset or hostile landowners.
COMPUTER SKILLS
This position requires the ability to use office machines such as computers, printers, copiers, calculators and mobile devices such as iOS or Android based products. The employee must have a working knowledge of basic computer programs, including Microsoft Office (Word, Excel, Outlook and Access). This position also requires the use of industry-specific programs and devices, for which training will be provided.
LANGUAGE SKILLS
Ability to read and write legal land descriptions. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.
MATHEMATICAL SKILLS
Understand and use advanced math and statistics. Work with systems or real numbers, algebraic solution of equations, and probability and statistical inference. Apply fractions, percentages, ratio and proportion. Use technical terms, math and computer symbols, and complex charts and graphs.
REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

Valid driver’s license; Notary Public designation, which may be obtained after hiring
