About This Job

Position Summary​:

This position provides handling and/or management of the responsibilities of Regulatory Compliance under the Operational Planning Department. This position may prepare, review, and submit permit applications including drill permit applications and environmental permit applications to state, federal, or municipal regulatory agencies and oversee all activities associated with these submittals. Other specialty functions may include Coordination of Water Sampling, Testing, Analysis & Reporting, Managing Complaints & Analysis related to consumptive water supplies, Bonding of Roadways and Well Bonding, and Capital Budget Tracking & Reporting.


Responsibilities:


Drilling & Site Permit Applications

- - Conduct and/or oversee timely preparation of state and federal required permit applications, forms, and reports. Work with Land Department and Surveyors and/or Engineers to develop well plats or permit plans. Review such plans for accuracy. Notify Director Regulatory Compliance or Manager Regulatory Compliance of any unusual situations with any particular permit for direction. Authorized to sign drilling permit applications.

- Provide guidance to Regulatory Compliance team and ensure filing of electronic operational notifications to state agencies.

- Establish and maintain good working relationships with local, state and federal regulatory agencies to obtain direction on filing requirements.

- Manage documentation of permit and post-drill filing status including scanned regulatory documents for electronic accessibility. Direct hard copies to file room for proper filing.

- Water Sampling/Testing/Analysis & Reporting Coordination Specialty - Coordinate water sampling efforts to correspond with construction and rig schedules, communicating directly with landowners, internal team members, and laboratory personnel. Ensure proper notification and documentation is performed to obtain all necessary pre-drill water samples. Ensure results reports are delivered to water purveyors and submission to the DEP electronic reporting system is complete within statutory time periods.

- Compare laboratory results with EPA drinking water standards to identify existing water quality issues and notify landowners within statutory time periods.

- Coordinate with outside Consultant and Laboratory as needed on EQUIS database, which houses sampling data. Provide water results including depth information received on shared drive for Geology and Operations groups' access.

- Management of Complaints & Analysis Related to Water Supplies Specialty - Coordinate with the Range Response Center, Land Department, and other Departments to respond to complaints related to assumed operational impacts to consumptive water supplies. Includes communicating directly with landowners, laboratory personnel, RRC operational departments including Environmental Compliance and Legal Department.

- Address complaint immediately by gathering all available information including landowner complaint form, speak directly with Response Center on all information obtained regarding complaint.

- Review and analyze all information and report to regulatory agency within the statutory or regulated time periods.

- Order laboratory testing to identify water quality issues and notify landowners within statutory period

- Ensure company policy is followed regarding the management of complaints related to water quality or quantity and Coordinate with outside Consultant, Laboratory, Environmental Compliance and Legal Department as required.

- Bonding Specialty - Coordinate with Operations to determine roadways and wells requiring permits and acquire permits and bonds from state and local government agencies. All maintenance agreements are executed by Vice President and maintained by Regulatory Compliance team. This position tracks and keeps current or closes out bonding required for wells through state agencies, municipalities, or other bonding required for wells.

- Maintain accurate, organized, and up to date records of bonds, certificates, and/or maintenance agreements.

- Distribute bonding information to appropriate departments and regulatory or governing agencies.

- Work directly with bonding and/or insurers to obtain, renew, or cancel necessary bonds.

- Capital Expenditure Tracking & Reporting Specialty - position receives, reviews, and codes invoices and prepares for Managers' approval. Coordinates with both outside vendors and internal accounting department. Prepares mid-month and monthly capital expenditure reports. Attends meetings related to capital budget.

- Other Special Projects/Tasks

- Maintain good working relationships with municipal, state and federal regulatory agencies to obtain direction on filing and permit requirements.

- Assist Manager in training and support to existing, new, or entry level Regulatory Technicians.

- Attend regular meetings with other departments such as Land, Geology, Planning, Accounting, Drilling as required.

- Attend Industry seminars/training sessions related to permitting and industry topics to stay current and further education.

- Other Special Projects as assigned.

Minimum Education: High School Diploma, Bachelor's Degree preferred

Minimum Experience: Bachelors: 2+ years regulatory compliance or applicable experience; High School: 5+ years regulatory compliance or applicable experience

Professional Certifications/Training Required: Attend State Oil and Gas Agency sponsored trainings

Oil & Gas Exp Required: Yes

Skills: Knowledge of state oil and gas regulations; basic understanding of well bore design or knowledge related to drilling and site environmental permits and other permitting procedures; experience in the Division's geographic area a plus, bonding and/or insurance; excellent computer skills; proficient in Microsoft Office; strong verbal and written communication skills; detail oriented; team oriented; excellent organizational skills; aptitude for research; ability to multi-task, problem solve. Regular meeting attendance required.

Equipment/Machinery: Siteview/Wellview, Internet Explorer, Arc GIS/Arcview, Greenport/eWell/ePermitting,Windows Explorer, Edwin, Cadd(plus, not required), Equis, Bluebeam, Adobe, Microsoft Office: Excel, Word, Outlook

Working Conditions: Climate controlled working environment; some field visit time may be required
