Flatrock is growing and looking for an experienced Regulatory Compliance Project Manager to join our team in San Antonio, TX (option for remote work). Qualified candidates must have experience in state oil and gas regulatory reporting and/or Federal Dept of Transportation Pipeline and Hazardous Materials Safety Administration (PHMSA) gas and hazardous liquid pipeline compliance. Candidate will provide regulatory compliance support to include pipeline permitting, regulatory filings and notifications, develop pipeline compliance programs and procedures, conduct regulatory applicability determinations, class locations studies for clients in Texas, Oklahoma, Louisiana, New Mexico, Colorado, Wyoming, and North Dakota.
The selected candidate will proactively collaborate with clients to develop effective compliance solutions, while maintaining operational flexibility. Effective communication, time management, organizational, detail-oriented skills, and strong work ethic are critical for this role. The selected candidate will collaborate with and maintain strong working relations with the clients that we support.

- Prepare and submit regulatory filings to state agencies and PHMSA (e.g., OPID requests, pipeline permitting, new construction notices, etc.)
- Develop and maintain client specific pipeline safety compliance manuals and procedures (e.g., O&M, DPP, PAP, OQ, OSRP, etc.) in accordance with federal and state pipeline regulatory requirements and conduct periodic reviews.
- Provide pipeline compliance support to clients to include interpretations and application of regulations.
- Provide incident and accident notifications to federal and state agencies in accordance with 49 CFR 191 and 195.
- Conduct pipeline safety gap analyses, conduct pre-audits, and provide support during pipeline safety audits.
- Develop responses to pipeline safety violations and follow up to closure.
- Conduct 49 CFR 192, 194, and 195 applicability reviews for client pipelines and related facilities using ArcGIS and prepare formal reports with mapping.
- Stay current with changes to federal and state DOT regulations, develop compliance requirements summaries.
- Establish state 811 one-call accounts for clients and maintain mapping.
- Proactive client communication and collaboration.
- Maintain positive working relationships with state/federal regulatory personnel.
- Professional or technical degree in engineering or related field or equivalent combination of education or related experience.
- Experience with ArcGIS mapping.
- Three years’ experience in regulatory reporting and/or pipeline compliance.
- Knowledge of applicable sections of federal, state, and local environmental rules and regulations to include PHMSA (including state versions).
- Ability to analyze technical and regulatory information, make sound judgments, and provide prudent recommendations to all levels within the company.
- Strong technical writing skills.
- Strong verbal and written skills for effectively communicating within the organization and outside regulatory agencies.
- Strong time management skills and ability to manage multiple projects and clients.
- Self-motivated and possess a strong work ethic.
