We are seeking a temporary Rates Administration Officer to join our Transmission Services & Compliance Department for
approximately 12 months.
Responsibilities:
•Lead cost recovery strategies and ensure control systems are designed, implemented, and maintained to support the
achievement of Manitoba Hydro Open Access Transmission and Interconnection Tariff (OATT and OAIT) business results.
•Lead the annual revision of transmission rates, analyze yearly transmission rate inputs, review transmission business
practices periodically, and propose changes.
•Audit the financial accounts of customers who have engaged Manitoba Hydro for services under the OATT and OAIT.
•Handle invoicing and refunding customer expenses for Tariff studies, and support policies and systems to track customer
credit worthiness, customer risk exposure, and service denial.
•Facilitate the contractual requirements for generation interconnection through Interconnection and Operating Agreements
(IOA) with external organizations and Manitoba Hydro for new and existing facilities.
•Support the processes and system to shadow the MISO settlement system for transmission service revenues, and the
reporting structures to identify under/over payment, and develop discount policies to maximize revenue using sound economic
principles.
•Participate in the North American Energy Standards Board (NAESB) on behalf of the Operations Business Unit from the
Finance perspective. Contribute to strategic positions on standards development, comment, vote, and develop voting
positions, establish standards implementation processes, and identify changes to open access transmission and
interconnection tariffs.
•Stay updated on FERC filings, orders, and rulings related to generator interconnection, OATT rate calculation methodologies,
and service schedule rate determinations. Prepare business cases to support changes to Manitoba Hydro transmission rates.
•Contribute to drafting tariff revisions for potential changes to Manitoba Hydro Open Access Tariffs due to FERC filings and
industry trends.
•Ensure processes implemented to reflect these changes are designed with appropriate controls to ensure ongoing compliance
with the Open Access Tariffs.
•Periodically test compliance with tariff policies and procedures and assess the effectiveness of internal controls.
•Ensure finance and accounting matters are properly reflected.
•Ensure these revisions are understood by the finance community where applicable, and that processes and reporting are in
place to meet requirements.
Qualifications:
•A four year degree in Commerce, Business Administration or Economics from an institute of recognized standing plus six

years of directly related experience of which two years must be in a regulatory environment;
OR
•A recognized Professional accounting designation (CMA, CGA, CA) plus five years of directly related experience of which two
years must be in a regulatory environment.
•Must obtain and maintain a current Personnel Risk Assessment and a "Clear" security rating in accordance with Manitoba
Hydro policy P513.
•Critical Infrastructure Protection (CIP) Training is required and must be completed prior to transfer date and renewed annually.
•Must have completed Standards of Conduct training or be willing to complete within two weeks of start date.
•Comprehensive theoretical knowledge of internal control systems, financial and cost accounting principles and practices.
•Demonstrated computational and analytical skills.
•Understanding of contract administration and project management.
•Detail oriented with strong organizational skills and ability to prioritize and manage multiple projects effectively.
•Demonstrated ability to schedule work and resources related to multiple assignments, to meet competing deadlines.
•Willingness to keep abreast of significant developments in accounting techniques and practices.
•Demonstrated ability to lead and facilitate group discussions.
•Possess a high degree of initiative and ability to work independently and in a team environment.
•Possess practical knowledge of computer applications.
•Willing to travel both in and out of province.
•Possess a valid Province of Manitoba Driver's Licence.
Salary Range
Starting salary will be commensurate with qualifications and experience. The range for the classification is $47.32-$65.33 Hourly,
$90,677.86-$125,192.08 Annually.
