BryMak is seeking an QCM/SSHO (Quality control Manager and Safety Health Officer) to oversee the day-to-day QC/SSHO operations on the Naval Base at Newport, RI , Groton, CT and Portsmouth, NH.
The QCM/SSHO shall have a minimum of two (2) years of experience in quality control evaluation and reporting in the fields of construction or facility management work and a minimum of two (2) years of experience working in comparably sized health facilities.
- Develop, implement, and maintain the Quality Control Plan (QCP) in accordance with contract specifications and industry standards (e.g., ISO 9001 principles).
- Conduct regular inspections and audits of maintenance activities performed by HVAC technicians, plumbers, electricians, and general maintenance workers to ensure compliance with contract requirements.
- Identify and document non-conformities or quality deficiencies, initiate corrective actions, and verify resolution.
- Provide remedial training to contractor and subcontractor personnel to address quality issues and improve performance.
- Collaborate with the Contract Maintenance Manager and Assistant Contract Maintenance Manager to report inadequate or incomplete work and recommend solutions.
- Maintain accurate records and reports of quality control activities, ensuring compliance with regulatory and contractual requirements.
- Develop and enforce the Site Safety and Health Plan (SSHP) in compliance with EM 385-1-1 (U.S. Army Corps of Engineers Safety and Health Requirements Manual) and OSHA regulations.
- Conduct daily safety inspections, hazard analyses (e.g., Activity Hazard Analyses), and risk assessments to ensure a safe working environment.
- Implement and monitor safety training programs, including OSHA compliance, site-specific safety protocols, and emergency response procedures.
- Investigate accidents, incidents, and near-misses, preparing detailed reports and implementing corrective actions to prevent recurrence.
- Ensure compliance with federal, state, and AFRRI-specific safety regulations, particularly in radiobiology and laboratory environments.
- Maintain safety documentation, including training records, incident reports, and safety inspection logs.
- Education: Bachelor’s degree in engineering, construction management, occupational safety, facility management, or a related field (or equivalent experience).
- Experience:
- Minimum of 2 years of experience in quality control evaluation and reporting in construction or facility management, preferably in comparably sized health or research facilities.
- Minimum of 2 years of experience as an SSHO on federal contracts, with demonstrated knowledge of EM 385-1-1 and OSHA regulations.
- Experience overseeing maintenance trades (e.g., HVAC, plumbing, electrical) is highly desirable.
- Prior work on DoD or high-security government contracts (AFRRI or similar facilities preferred).
- Certifications (Required):
- OSHA 30-Hour Construction Safety Certification.
- Current First Aid/CPR certification.
- USACE Construction Quality Management for Contractors (CQM-C) certification or ability to obtain within 30 days of hire.
- Certifications (Preferred):
- Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH).
- Hazardous Waste Operations and Emergency Response (HAZWOPER) certification.
- ISO 9001 Lead Auditor or equivalent quality management certification.
- Skills and Abilities:
- Excellent communication and leadership skills to coordinate with contractors, subcontractors, and government representatives.
- Strong analytical and problem-solving skills to address quality and safety issues effectively.
- Exceptional organizational skills and ability to thrive in a fast-paced, changing-priority environment.
- Proficiency in Microsoft Office Suite and quality/safety management software.
