Summary:
Responsible for facilitating a consistent project scope and initiation process for out of budget cycle projects and providing project oversight for assigned transmission projects from concept to close-out.

A typical starting range for this position is $83,000 - $114,000 annually. Responsibilities: Job responsibilities include, but are not limited to
•Develop, maintain, and track project specific requirements including land acquisition, permitting, agreements, environmental, finances, objectives, deliverables, approach, issues, risks, assumptions, and timetable.
•Ensure the project stays within scope, on schedule, on budget.
•Provide leadership for assigned projects and the associated project team members. Ensure appropriate resources are assigned to the project and meeting project requirements.
•Point of contact for project communication to all stakeholders.
•Direct construction bid documents and specifications. Collaborate with TC&M and FS to hire contractors.
•Initiate and support estimating process.
•Collaborate with engineering staff on internal versus external design resource decisions.
•Facilitate project outage schedules.
•Ensure required material/equipment receipt dates.
•Collaborate with GRE contracts and strategy group, members, and other utilities on schedule, ownership, cost sharing, scope of work, configuration, and construction oversight to ensure successful projects.
•Communicate future projects with member-owners and, as needed, liaison between member and foreign utility.
•Interface with initiating and impacted transmission departments to ensure projects have an appropriate scope and high-level estimate for review and approval.
•Ensure project initiation documentation is accurate, consistent, and complete as needed for key stakeholders.
•Work with key department leaders to review availability of resources, outage constraints, and constructability (time of year) in accordance with desired schedule and associated budget.
Qualifications:
Education & experience
Knowledge typically acquired through a bachelor’s degree in engineering, construction management, or related technical field along with 1-3 years of experience managing projects and coordinating teams of professionals OR 2 year post high school education and 5-7 years of experience managing projects and coordinating teams of professionals.
•Knowledge of transmission & substation planning, design, and construction standard utility practice.
•Knowledge of electric utility practice, codes and standards relating to transmission project planning, design, and construction.
•Skilled at effective communications at both technical and leadership levels. Skills must include good interpersonal skills, as well as written and verbal communication.
•Skill in conflict resolution including the ability to address difference of opinions or facts and the use of the most appropriate method to reach an effective solution.
•Ability to develop and deliver effective presentations.
•Ability to build and maintain effective work relationships, both internal and external, and establish credibility with business partners.
•Ability to effectively plan, direct and coordinate the activities of cross-functional teams.
•Ability to negotiate by collaborating with others to arrive at a conclusion using compromise, persuasion, rationale, and diplomacy.
•Ability to coordinate the work of various disciplines, consultants, and contractors as required in completing an integrated project.
•Ability to utilize effective listening skills with the ability to interpret and clearly articulate user requirements and team member contributions.
•Ability and responsibility to work safely alone and with others while following GRE safety rules, certifications, and procedures.
•Ability and responsibility to ensure security procedures are followed including immediate notification of potential incidents.
•Ensure employees and contractors are aware of and adhere to security processes and procedures.
