We are seeking a skilled Project Manager to join our team in Hay River, Northwest Territories. The Project Manager will oversee Canadian Coast Guard (CCG) vessel refit projects in accordance with approved repair specifications. The Project Manager may also be assigned responsibility for other Marine Transportation Services (MTS) vessels, equipment, and facility projects as directed by the Manager, Shipyard Operations.
The Project Manager is responsible for the overall planning, execution, and delivery of CCG vessel refit projects, including but not limited to the CCGS Dumit Vessel Life Extension (VLE) 2025–2026 Refit Project. Responsibilities include:
- Provide overall leadership and direction for all aspects of refit projects, ensuring delivery on time, within scope, within budget, and to the quality standards specified by the contract, the Canadian Coast Guard, and regulatory authorities.
- Act as the primary point of contact between the shipyard, subcontractors, CCG representatives, MTS, the Contracting Authority, and the Technical Authority.
- Develop, maintain, and update the Project Action Plan (PAP), including organization charts, master and subcontractor schedules, resource and equipment tracking, and milestone updates, ensuring accuracy and completeness at bi-weekly intervals.
- Establish and manage detailed schedules using approved project management software, identifying critical path activities, dependencies, long-lead items, and milestones. Provide scheduled updates to the Contracting, Technical, and Inspection Authorities.
- Implement and maintain project control and reporting systems, including:
Risk Management Plan updated weekly, with mitigation strategies for high-impact risks.
Change Management Log to record, track, and resolve project issues in accordance with PWGSC Form 1379 requirements.
Inspection and Test Plans (ITPs) to ensure compliance with quality assurance standards, including hold points, witness points, and inspection records.
Progress Reports detailing schedule, cost, performance, risks, subcontractor activity, and corrective actions for slippage.
- Lead and document regular project meetings, including:
- Coordinate inspections, tests, and acceptance activities with the American Bureau of Shipping (ABS), Transport Canada Marine Safety & Security, and CCG representatives, ensuring approvals are obtained at required hold and witness points.
- Oversee quality assurance and control, ensuring all deliverables meet specification requirements and regulatory standards.
- Ensure compliance with health, safety, and environmental standards throughout all phases of the project, in coordination with the MTS Coordinator, Quality, Health, Safety & Environment.
- Deliver final project documentation and completion reporting, including inspection records, test results, progress claims, and close-out reporting, confirming vessel readiness for service.
In addition to CCG vessel refits, the Project Manager may also be assigned duties such as:
- Planning and Implementation of Marine Projects
- Project Team Management
- Maintenance and Reliability
- Lifecycle and Capital Planning
- Project Delivery and Oversight- Proven experience as a Project Manager of large scale projects for 5+ years
- Marine Maintenance experience considered an asset. .
- Excellent leadership and team management skills.
- Proficient in risk management and change management practices.
- Effective communication skills with the ability to engage stakeholders at all levels.
- Experience with budgeting and financial oversight for projects.
- Relevant certifications (e.g., PMP) are an asset.
