EPCOR’s Water Services (EWS) group is seeking a dedicated Project Manager to oversee capital projects working at the Rossdale Water Treatment Plant in Edmonton, AB. This full-time, permanent role offers the opportunity to lead critical infrastructure projects that impact the city’s water services.
Available to both current EPCOR employees and external candidates, this position requires a strategic thinker with strong leadership, engineering, and project management skills. In this role, you are accountable for overseeing multiple capital projects, ranging in size and complexity, from inception to execution and final handover to operations. You will apply engineering and project management best practices, demonstrate strong leadership and interpersonal skills, and secure the necessary resources to ensure successful project delivery. Key responsibilities include developing project plans, coordinating with stakeholders, maintaining quality standards, managing budgets and cost estimates, ensuring safety compliance, and scheduling all design and construction activities. Projects typically span from three months to two years.
What you’d be responsible for
You are accountable to the Senior Manager Projects and your key accountabilities will include (but are not limited to), the following:
Planning
•Participate in the development of Project Management (PM) Operational plan and the identification of objectives and priorities for the upcoming year.
•Anticipate challenges and obstacles to delivering the annual PM Operational plan.
•Identify the necessary budget, resources and staff required for the delivery of quality capital projects safely, on time, on scope and on budget.
•Provide inputs for long-term planning, asset management planning, engineering assessments and annual budgeting.
•Develop the procurement strategy for the delivery of projects that are aligned with the Water Services’ strategic plan.
•Develop project management plans including other key management plans (scope, cost, time, risk, human resources, quality, communication, stakeholder, financial, safety, environmental, and integration).

•Collaborate cross-functionally to tackle challenges.
•Engage stakeholders and customers to foster transparency and resolve concerns.
•Exchange insights to strengthen decision-making.
Delivery
•Safely deliver projects and programs on time, on scope and on budget with set quality standard.
•Consider operational and public impacts, risks, and integration opportunities with other projects and align with established priorities developed in the Business Unit and across EPCOR.
•Manage a diverse project team to achieve project objectives. The project team may include external and internal resources.
•Monitor and control the delivery of capital projects against appropriate performance metrics. Regularly monitor, measure and report metrics. Make timely adjustments using sound project management principles to ensure overall targets are achieved or exceeded. Responsible to effectively setting up and manage multiple projects from inception to completion.
•Work with Supply Chain Management (SCM) stakeholders to implement procurement strategies and perform procurement activities in alignment with EPCORs policies, procedures and values.
•Assist with the development, implementation and review of project management processes and improvements to ensure compliance with policies, standards and regulatory requirements, mitigation of risks and continuous improvement.
•Execute project activities. These include administering contracts, providing and coordinating input for design and construction from stakeholders, completing project close outs, ensuring safety and environmental aspects are integrated in design and construction, resolving issues and developing key decisions, reviewing and accepting project deliverables and ensuring that risks are addressed from an overall corporate perspective.
•Collaborate with Project Management Office (PMO) for capital portfolio (Estimating, Forecasting, Scheduling, Risk Management, processes and procedures, etc.)
•Evaluate and assess the contractor’s ability to assume Prime Contractor responsibilities for a project and assign Prime and release Prime if necessary. Ensure all Prime Contractor responsibilities are met if EPCOR is to retain Prime.
•Ensure EPCOR contractor management and HSE policies and procedures are communicated, monitored, executed and supported through the planning and execution of work.
•Assist with development and execution of communication plans as required to manage relationships with customers and other stakeholders.
Risk Management
•Establish control mechanisms to mitigate Project Management risks.
•Uphold compliance with Integrated Management Systems (IMS).
•Engage key stakeholders across EPCOR, regulatory bodies, and external organizations.
What’s required to be successful
Qualifications, experience and behaviours you possess are:
•A Degree in Engineering, from a recognized post-secondary institute.
•A Professional Designation: Professional Engineer (P.Eng.) with APEGA (or eligible for registration with APEGA).
Project Management Professional (PMP) designation is an asset.*
Experience that includes:
•5 years progressively responsible experience in engineering design and construction project management.
•Managing multiple small to medium sized, moderately complex water and wastewater infrastructure projects, in a leadership and decision-making capacity, overseeing project teams with minimal supervision and guidance.
