About This Job


Position Summary

Under general supervision, the Project Engineer - Supervisory is responsible for all aspects of project and contract management from inception to completion. This includes supervising a team of Senior Engineering Technicians in administering programs, and water and gas distribution system contract activities. This includes budgeting, design, preparation of contract documents with specifications and bidding. This position is also responsible for the construction phases of larger, complex, high-profile projects or programs either in-house or with a consultant to ensure compliance with contract drawings and specifications.

tions•Coordinate with Engineering Design, Infrastructure Integrity, and other District divisions for water & gas projects, joint contracts, programs, and any other necessary specialized projects as ne

eded.•Perform comprehensive review of anticipated engineering projects with other internal District Divisions, Departments, Supervisory, and Operational personnel for the purpose of assisting in the preliminary technical and budget estimating aspects of each pro

ject.•Provide technical expertise and/or assistance with consultants/vendors in performing engineering studies, pre-design reports, and evaluations of product and design alternatives for proj

ects.•Develop or direct others in developing plans and designs and recommend actions to improve District facili

ties.•Assist in assigning priority to projects and scheduling for completion within the fiscal year as budg

eted.•Thoroughly review budget estimates and prepare complete set of construction documents, including bid information, specifications, equipment procurement purchase requisitions, and construction drawings for larger complex, high profile proj

ects.•Prepare both Request for Qualification (RFQ) and Request for Proposal (RFP) documents for Consultant, Contractor, and Vendor services as necessary to suit the larger, most complex, high-profile projects or prog

rams.•Coordinate consultant designs for larger, complex, high-profile projects or prog

rams.•Prepare project advertisement and coordinate with other District departments regarding solicitation of contractors and vendors as necessary for proj

ects.•Provide detailed review, analysis, and recommendations relating to bids or quotes received and resulting award of contracted proj

ects.•Coordinate all scheduling of construction activities with selected contractor and pertinent District personnel throughout entire duration of project after award of contr

acts.•Perform project/contract management, engineering analysis, and preparation of record documents throughout entire duration of construction projects for larger, more complex proj

ects.•Assist outside consultants in Quality Assurance (QA) Testing of all materials and equipment used in construction proj

ects.•Provide all Project/Contract Management duties, including preparing change orders, preparing pay estimates, compliance with funding and permitting regulations as required, and final closeout documentation for review by District Board of Directors during all phases of larger, complex, high-profile projects and with respect to the projects and programs being administered by the Senior Engineering Technic

ians.•Provide and maintain due diligence on all projects from inception through completion regarding sound fiscal responsibility for the use of District funds while always following in the best interest of our customer rate pa

yers.•Assist District personnel in budgeting for future requirements and needs of the Prog

rams.•Develop and serve as the Project/Contract Manager for large scale District programs (Programs) including programs for water main installation contracting, lead service line replacement contracting, gas distribution system replacement contracting, the cross-bore inspection program, the live valve audit program, and others in coordination with the Senior Plant Engi

neer.•Determine the number of contractors needed and procure the services of those contractors to complete the Prog

rams.•Expand the capacity of the Programs to meet the yearly requirements of the Dist

rict.•Assist in the development of processes and procedures needed to enhance the District's capabilities to efficiently manage Programs utilizing varied funding sources and oversee the day-to-day implementation of these processes and procedures and work of the Senior Engineering Technicians assigned to a specific Pr
