The Project Controls Manager is responsible for project controls and associated services for the development, construction, and startup of new power generation facilities. This position will oversee project cost, budgeting, scheduling, risk management, and governance for a portfolio of generation development projects.
The Project Controls Manager will ensure the accurate and timely delivery of metrics, reports, and analysis to OPC leadership and other internal and external stakeholders. The position will manage a multi-disciplinary team of contracted project controls service provider(s). This role requires daily interaction with OPC's major construction contractors, owner's engineering resources, and internal OPC budgeting, planning, and financial resources.
- Develop and manage comprehensive project controls strategies and plans to support the conceptual project development and active construction of new power plants.
- Lead and manage a team of contract resources in the production of project controls deliverables, ensuring high-quality output and adherence to OPC standards, including regular feedback loops to and from OPC's contracted project controls service provider(s) in the project controls disciplines of cost, schedule, risk, and change.
- Implementation and oversight of monthly detailed variance analysis and reporting on project cost and project financials, ensuring accurate cost forecasting and financial planning, including ownership of the monthly cost forecasting and accruals process
- Implementation and oversight of monthly detailed variance analysis and reporting on project schedules, ensuring accurate schedule forecasting and updates, including ownership of the Owner's schedule and integration with any associated contractor schedules
Ownership of New Generation Project Controls Governance Programs:
- Risk management program, including development and management of the project risk register and associated mitigation strategies and the leadership of the Risk Management Working Group
- Change management program, including management of project change control process and integration with risk management, budgeting, and scheduling.
- Cost management program, including the leadership of the Financial Management Working Group
- Schedule management program, including the development and management of the Owner's schedule for associated projects.
- Oversee the creation and delivery of project budgets, schedules, risk management plans, and governance reports, ensuring integration and alignment with broader company processes and objectives.
- Facilitate and direct the development of comprehensive project reporting, including the coordination of key stakeholder review meetings.
- Serve as the primary liaison between project management, financial planning, corporate risk, and external stakeholders, including project financing partners, ensuring effective communication and strategic alignment.
- Direct management and supervision responsibility for a team of 6-12 project controls resources, including 5-10 contracted resources and 1-2 OPC associates.Education: Bachelor's degree in Finance, Construction Management, Engineering or a related field is preferred. An M.B.A. or advanced degree in Finance or Construction Management is highly advantageous.
Experience: 12+ years of power generation experience with 6+ years in a risk/financial/budgeting/controls leadership role directly supporting new build power plant projects is required. Proven track record in managing cross-functional teams and external contracted resources in complex project environments

Travel: 25-50% of time travel to project sites to provide direct oversight of project controls and reporting activities, and view progress of associated construction works
