POSITION SUMMARY: The position of Program Manager, Nuclear Security will be the primary point of contact for physical security and cyber security issues pertaining to the NuScale design. This role will require supervising a team to develop programs and processes for the management of physical security and cyber security as well as work in tandem with the Emergency Preparedness team in support of development or client projects. This position may also serve as Capture Manager for customer proposals. Applies operating experience and sound operational knowledge, techniques, and practices for integration of the NuScale design to the physical security and cyber security programs to ensure overall safe operations and maintenance of the plant. Supports the plant services group in developing and marketing plant services for a NuScale power plant to ensure compliance to all applicable codes and standards, and the licensing commitments associated with the NuScale standard design.
Essential Duties And Responsibilities•Exercises extensive knowledge of industry best practices and innovative technology in developing the NuScale physical security system for a future NuScale site.
•Integrates customer needs with existing or proposed regulations to create physical security strategies and plans utilizing optimized security staffing in support of COL applicants.
•Develops and implements a NuScale cyber security program governing the design and procurement of computers, networks, hardware and software, including components with embedded digital attributes.
•Provides oversight of NuScale cyber security activities to ensure stakeholders are applying consistent risk-informed regulatory guidance.
•Creates cyber security and physical security plans in support of COL applicants referencing the NuScale design.
•Supports industry and government meetings that shape rulemaking efforts for physical security and cyber security.
•Develops resolutions for complex problems using professional operational principles and company objectives to resolve unique situations.
•Exercises judgment within broadly defined policies and practices using professional principles and company objectives to resolve complex issues.
•Able to manage large projects and complete tasks with minimal supervision. Collaborates with team members to ensure solutions are vetted and deliverables are of high quality.
•Regularly interacts with management and other organizations on matters requiring coordination across organizational lines. Presents technical information concerning NuScale projects to the NRC and other stakeholders on behalf of NuScale.

Minimum Skills, Qualifications And Abilities
•Education: A minimum of a BS degree in Cyber Security or Security Management, Engineering, or a related discipline is required. Alternatively, candidates with an additional 6 years (16 years total) of directly applicable full-time work experience in the subject area may be considered in lieu of a degree. An advanced degree is preferred.
•Experience: A minimum of 10 years of commercial nuclear experience in operations or design is required. Prior experience with US nuclear cyber and physical security is required. Experience working with regulatory requirements: 10CFR73.54 and 10CFR73.55 is required. Working knowledge of NuScale and industry efforts to reduce costs and minimize regulatory burden in the areas of physical security and cyber security is highly desired. Previous Senior Reactor Operator (SRO) license holder is preferred.
•Industry Requirements: Eligible to work under Department of Energy 10 CFR Part 810.
