Overview
Reporting to the Director, Finance Procurement & Facilities, the Procurement Manager oversees the day-to-day execution of procurement activities at OEB ensuring procurement activities, policies and procedures are aligned with Ontario Public Sector Procurement Directives, OEB Policy, Trade Agreements, and other legislation or directives that may apply. In addition, The Manager is responsible for providing oversight and direction to staff, creating a culture that harmonizes with the overall mission, strategic priorities, and values of the OEB.
Responsibilities
- Lead the start-to-end competitive procurement process including but not limited to procurement planning, strategy development, and writing of procurements Requests for Proposal (RFPs), Requests for Quotation (RFQ), Requests for Information (RFI), and Statements of Work (SOW), including all purchase order processing and business cases or related documents and vendor contracts.
- Establish, update, and maintain procurement operational processes, guidelines, standards, and best practice for procurement through proactive problem solving and issues management and compliant with Government Directives.
- Responsible for implementing third party risk management procedures and implementing a vendor performance process and providing advice and guidance to support its enhancement within the procurement process.
- Assist operations in the negotiation and implementation of contracts with vendors.
- Lead and oversee complex, high risk, politically sensitive and/or contentious procurement processes through the provision of leadership, guidance, and support.
- Provide strategic advice, consultation, and recommendations to client areas at the executive level, to mitigate risk and realize client objectives, direct and influence adoption.
- Introduce and promote innovative and value-based procurement solutions and initiatives, which will deliver cost reduction and/or enhance and improve service delivery, and mitigate risk to actualize optimal business outcomes.
- Lead and manage a team of three through the provision of guidance and leadership.
- University/College Degree in Supply Chain Management, Business Administration, Commerce, or any related disciple.
- 7+ years of progressive experience in public sector procurement.- 2-4 years' experience managing direct reports within a Procurement department.
- Proficient knowledge in Microsoft Office (Word, Excel, PowerPoint, Teams, Dynamics GP, etc.).
- Experience with/knowledge of the public sector procurement environment, including the Ontario
- Public Sector Procurement Directives and applicable revisions. Understanding of political environment and how this can influence and impact procurement outcomes.
- Strong knowledge of procurement legislation, regulations, and policies.
- Excellent negotiation, communication, and relationship management skills.
- Experience in managing contracts and supplier relationships.
- Familiarity with e-procurement systems and tools.
- Excellent project management skills with the ability to take multiple projects to completion concurrently including facilitating, presenting, documenting, and reporting.
