Job Summary
Delaware Basin Overview
Spanning west Texas through southeast New Mexico, ConocoPhillips holds approximately 694,000 total net acres in the Delaware Basin, which includes approximately 654,000 unconventional net acres. The company began exploring and appraising the basin’s stacked pay potential in 2012 and has gained extensive technical expertise to optimize development. At the beginning of 2024, the company operated over 2,800 producing wells throughout the Basin.
In 2023, the company operated 10 drilling rigs on average and brought 148 operated wells online. Net production in 2023 averaged 537 MBOED.
Position Overview
If you are selected as the DOT Pipeline Specialist you will be responsible for the execution, support and/or tracking of pipeline operations, maintenance, construction, regulatory compliance and reporting activities for the company’s pipelines.
This is a Safety Sensitive position.
Your responsibilities may include:
•Develop and implement new programs and procedures as required
•Administer, coordinate and execute Delaware Basin Pipeline Programs (such as the Operator Qualification Program, Public Awareness Program, O&M Program, etc.)
•Facilitate knowledge sharing (internal and external) and implement operational changes due to advisory bulletins and regulation as applicable to pipeline operations
•Manage and leverage data to prepare reports for internal and external compliance assurance
•Lead/facilitate/support external and internal audits, assessments, inspections, or communications as assigned by the Pipeline Supervisor
•Initiate and lead resolution of regulatory, technical, and operating issues
•Lead and provide project pipeline technical expertise and support for the design and implementation of projects
•Report on project progress and facilitate flow of information to multi-functional stakeholders (operations, maintenance, engineering, construction, etc.)
•Act as a pipeline technical resource for other operations, maintenance, construction, engineering, and regulatory personnel
•Actively facilitates and ensures proper Management of Change (MOC).
•Review construction documentation (during construction and the final package) for completeness and compliance with applicable regulations.
•May review and assist with Pre-Startup Safety Reviews (PSSRs), and Process Hazard Analysis (PHA).
•Perform assigned quality control functions such as work order completion and compliance
•Actively participate in safety processes and emergency response drills and events
•Ensure that all work activities are performed according to the established procedures, guidelines, and schedules
•Manage data and information and prepare reports
•Understand and apply safety and environmental standards and actively ensure compliance by all personnel
•Perform any other activities as advised by the Pipeline Supervisor
Basic/Required:
•Legally authorized to work in the United States
•Current/valid driver's license
•5 or more years of pipeline operations & maintenance experience
•3 or more years of program management, development and/or coordination experience
•3 or more years of experience working with Federal or State regulations or regulators
•1 or more years of DOT-regulated pipeline experience
•Intermediate level of PC skills (Word, Excel, SAP, SAP-PM, GIS, etc.)
•Basic proficiency in technical writing skills for procedure development
•Basic understanding of project work order management, planning, and scheduling
•Willing and able (with or without reasonable accommodation) to travel 25% on a yearly basis
•Willing and able to raise and transport articles weighing up to 50 pounds
•Willing and able to walk, stand, stoop, sit, climb, and carry material daily on even and uneven terrain
•Willing and able to work outside in harsh weather conditions
•Willing and able to wear personal protective equipment (PPE)
Preferred:
•Associate degree or higher in a technical field
•Pipeline Related Certifications
•10 or more years of experience in the oil and gas industry
•5 or more years of technical writing experience
•5 or more years of DOT-regulated pipeline experience
•3 or more years of regulatory reporting
•Advanced level of PC skills (Word, Excel, SAP, SAP-PM, GIS, etc.)
•Direct experience with Federal or State regulations or regulators
•Strong organization and communication skills
•Experience with pipeline audits/inspections
•Initiative-taking and self-disciplined with the ability to lead a team and work independently across organizational boundaries
•Detail-oriented with dedication to accuracy and continuous improvement
•Ability to set and achieve goals, manage priorities, and complete projects with limited supervision
•Transmits information so it is received and understood in the way it was intended
•Ability to collect accurate and meaningful data and extract trends and useful information to help improve operations.
