Description
The National Safety Manager is responsible for developing, implementing, and overseeing safety programs to ensure compliance with federal, state, and local regulations. This role is critical in maintaining a safe working environment for employees working in underground utilities, tapping operations, and excavation projects. As a department of one, the National Safety Manager independently leads and executes the entire safety program across the enterprise. The National Safety Manager collaborates with operations teams to mitigate risks, enforce safety protocols, and promote a strong safety culture throughout the organization.
Key Responsibilities
• Develop and enforce safety policies and procedures in compliance with OSHA, DOT, and other applicable regulations.
• Conduct risk assessments and hazard analysis for underground utilities and tapping operations.
• Lead safety training programs for employees, ensuring understanding of best practices in excavation, confined space entry, and utility installations.
• Investigate accidents and incidents, identify root causes, and implement corrective actions to prevent future occurrences.
• Maintain accurate safety records, incident reports, and compliance documentation.
• Coordinate safety audits and inspections at job sites to ensure adherence to regulatory requirements.
• Work with contractors, engineers, and field personnel to integrate safety standards into project planning and execution.
• Serve as the primary liaison between the company and regulatory agencies, handling compliance reporting and inspections.
• Implement emergency response plans and procedures for job site incidents.
• Promote a company-wide safety-first culture through proactive communication, leadership, and ongoing training initiatives.
• Select, manage, and evaluate third-party consultants, trainers, and safety vendors to supplement internal safety efforts.
• Ensure external resources meet company expectations and regulatory standards.
• Independently manage all aspects of the company’s safety function—including audits, training, documentation, reporting, and field engagement—without dedicated support staff.
• Develop scalable safety systems, forms, and workflows to support future growth and consistency across entities.
Skills, Knowledge and Expertise
• Strong leadership and communication skills to train and influence employees at all levels.
• Ability to assess safety risks in underground and excavation environments and implement corrective measures.
• Detail-oriented with excellent analytical skills for incident investigations and compliance reporting.
• Ability to handle stressful situations with professionalism and problem-solving expertise.
• Proficient in safety management software and regulatory documentation.
• Physically capable of navigating job sites, including bending, lifting, and working in confined spaces.
• Comfortable working independently in a fast-paced, evolving environment with minimal oversight.
• Proven ability to build trust and influence across field teams, superintendents, and senior leadership.
• Bachelor’s degree in Occupational Safety, Environmental Health, or related field (preferred).
• Minimum of 7 years of experience in safety management within the underground utilities or construction industry.
• Certification in safety programs such as CSP (Certified Safety Professional), OSHA 500 & OSHA 510, or CHST (Construction Health and Safety Technician) is a plus.
• Valid driver’s license and ability to travel to multiple job sites throughout the country as needed.
Work Environment
• Frequently works on active construction sites, underground utility installations, and tapping operations.
• Exposure to heavy equipment, confined spaces, and physically demanding environments.
• Regular travel to field locations to conduct inspections and training sessions (50–75% travel required).
• Office-based work for documentation, compliance reporting, and strategy development.
• Interaction with employees at all levels, from field technicians to executive leadership.
• Must be able to respond to safety-related emergencies or incidents in real time, including outside of regular working hours.
