Overview
The HSES Manager has overall responsibility for the development and delivery of all HSES programs, including regulatory compliance and overall HSES performance for an operating region or country. This position is a People Leadership role, managing technical and professional employees. The role directly reports to the Regional Manager or Sr. Manager HSES.
Responsibilities
•Delivery of all HSES requirements and project deliverables for a defined geographical region or country
•Regulatory requirements and compliance specific to the scope of work
•Accountable for the following:
•Ensuring HSES plans, procedures and instructions are implemented
•Project HAZID’s and other risk reviews
•Risk Register and Corrective Action Tracking
•HSES Prequalification of project subcontractors and vendors, as applicable
•Hazard risk assessments - including completion of Red Sheets
•Project HSES Activity Plans
•Site and Employee security programs and procedures
•Crisis management programs and planning, including emergency evacuations and actions
•HSES training need analysis and coordination of implementation
•HSE input into site execution planning and setting objectives, targets and goals
•Incident Investigations and reporting (COMET)
•Master Service Agreements with HSES service providers.
•Environmental compliance
•Develop and monitor HSES procedures for site execution plans.
•Deliver HSES Audit programs, including continuous improvement cycles
•Subcontractor HSE screening process
•Ability to occasionally travel to job locations for routine business or emergencies.

Attributes
The qualifications of the candidates should reflect some combination of these certifications and experience;
•Bachelor’s degree or higher and 3+ years of relative work experience
•CSP, ASP, CHST, OHST preferred
•CUSP + documentation of 5-7 years of gas utility work experience (CUSP Green or Blue)
•20+ years of gas utility construction experience pending CUSP
All safety professionals will be required to have the following training and a working knowledge of;
•OTC 107 - OSHA 30-Hour (construction site hazard identification, avoidance, control and prevention)
•CPR, First Aid and AED (automated external defibrillator)
•Enclosed / Confined Space
•HAZWOPER 40-hour training
•PHA / Process Safety training
•Tap Root / IA (National Grid specific)
•National Grid’s Contractor Safety Requirements (Safety Policy below)
•National Grid Gas Work Methods
Qualifications
•Typically 10-15 years since first degree and 8+ years of relevant construction experience
•3+ years in a Manager role
•BSc degree or equivalent experience in HSE or technical curriculum
•CSP or other HSES professional certification preferred
•Experienced in the delivery of training programs and materials preferred
•Proficient Computer Skills - HRIS Databases and MS Office
•Experienced Trainer for Miller Safe Escape, Basic Rigging, Mobile Crane and other equipment
•Comprehensive knowledge, training and certification in relevant statutory regulations including:
•OSHA Construction & General Industry Standards,
•Hazard Identification, Risk Assessment and Risk Control,
•HSE induction/training requirements,
•Mobile Crane & Rigging Safety,
•Hazardous Materials Management
•incident investigation and reporting
Organizational Structure and Location
•Reports to: Director HSES/Senior Director HSES
•Permanent Work Location: Home Office
•May be temporarily assigned to Project SitesCommon Performance Metrics

•Maintain regulatory compliance for area of remit
•Maintain 100% global coverage of rigging and mobile crane train the trainers
