Position Highlights
Administers BC Hydro’s Open Access Transmission Tariff (OATT) and supplemental Business Practices to customers on
the transmission system by providing customer support on transmission requests and preparing revenue forecasts and
various financial and operational reports.
- Oversees and validates transmission requests on internal sales and scheduling and industry business systems within
specified timelines to ensure adherence to the terms and conditions in BC Hydro’s Open Access Transmission Tariff
(OATT), supplemental Business Practices and regulatory requirements for the sale and scheduling of transmission and
ancillary services.
- Reconciles data discrepancies after-the-fact by investigating and analyzing discrepancies and working with utilities,
Transmission Providers, marketers, Balancing Authorities and Western Electricity Coordinating Council (WECC) to resolve
transmission and/or energy discrepancies and disputes in transactions. Compiles and analyzes hourly generation and
interchange metered data reports to ensure data integrity is maintained.
- Analyzes, validates and corrects financial daily and monthly reports on settlement data and physical energy/transmission
contracts and activity for accuracy prior to month end financial and physical settlement.
- Reviews and analyzes various customer invoices for accuracy of charges and corrects incorrect charges prior to
management approval and online posting of invoices. Advises and explains charge adjustments to affected parties.
Investigates, analyzes and resolves customer disputes pertaining to financial settlements and billing discrepancies.
- Prepares and adjusts OATT revenue forecasts for inclusion in the Transmission Revenue Requirement by identifying
trends, constants and potential service rate and contract changes with Regulatory and Transmission Contracts
departments. Prepares monthly variance analysis between forecasts and Transmission Service Plan/Revenue Requirement
Plan with variance explanations to Finance. Prepares ad hoc operational (transmission scheduling and billing activity)
reports and revenue forecasts for internal stakeholders.
- Responds to internal stakeholders (such as Treasury and Legal) and customers on matters related to the OATT customer
registration process and the application of OATT and Business Practices. Develops and presents education sessions to
internal and external stakeholders as required.
- Maintains and updates communications and transmission data on BC Hydro’s external websites.
- Participates in the development, enhancement and implementation of business processes, reporting tools and systems.
Works with IT support to carry out user acceptance testing for systems enhancement (including system display
configurations), upgrades or new releases. Develops and maintains department system, process and program
documentation (such as training manuals).
- Maintains currency with industry business practices and tariffs related to scheduling and billing. Participates in industry
subcommittees to: maintain awareness of industry best practices; keep department apprised of any changes or pending
changes; and represent BC Hydro as a voting member on proposed changes.
- Performs duties of a minor nature related to the above duties that do not affect the rating of the job.
- Diploma in business management/administration, finance or accounting; AND three (3) years of analytical experience in a
role related to financial, economical, mathematics, or energy accounting.
OR
- Degree in business management/administration, finance or accounting or related field; AND two (2) years of analytical
experience in a role related to financial, economical, mathematics, or energy accounting.
- Experience in the utility industry would be an asset. Courses in Electrical Utility Fundamentals and Electric System
