JOB SUMMARY: This position supervises the provision of services related to GIS (Geographic Information System), Survey, and CAD mapping for Okaloosa Gas District’s transmission and distribution facilities. Services encompass updating, maintaining, surveying, preparing easements, enhancing, and providing GIS data, maps, CAD drawings, queries, and spatial analyses for operations and engineering personnel to ensure effective planning, design, operation, maintenance, and construction of the natural gas system.
Incumbents in this position will be held to the District’s Gold Standard for Customer Service.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
•Manage the GIS, Survey, and CAD Services function to ensure that maps, easements, web maps/apps, data, schematics, drawings are kept up to date with respect to transmission, distribution, and land base information. Direct and monitor the assignment of workload to ensure accurate and timely updates of maps, data and drawings and ensure that Customer needs are met. Ensure that GIS, Survey, and CAD needs outlined in the Emergency Management Plan are fulfilled.
•Establish and maintain an efficient organization. Determine human resource needs and select employees to provide the group with an appropriately staffed and diverse work force. Administer and monitor contracts related to any outsourcing for GIS, CAD, or Survey services.
•Coach, counsel, and develop employees to maintain a highly skilled, highly performing, dedicated and motivated team focused on corporate goals. Provide employees with regular periodic performance appraisals. Ensure staff members maintain an appropriate level of technical competence.
•Manage the preparation, forecasting, and control of the team’s budget, including salary administration, approval and monitoring of expenditures, and initiating actions to meet company and department goals.
•Develop and maintain relationships with key internal customers and leadership to understand their needs and objectives, with a focus on commitment to excellent customer service. Maintain high-level knowledge of Okaloosa Gas District departments, functions, inter-relationships, processes, strategies, problems, critical success factors and goals. Consult with customers regarding GIS, Survey, and CAD mapping with respect to current and future technology and services.
•Maintain a thorough knowledge of GIS, Survey, and CAD mapping standards and procedures and champion their use and understanding across Okaloosa Gas District. Maintain an up-to-date knowledge of current developments in GIS technology. Research industry technology use, GIS best practices, and product capabilities.
•Support the identification, evaluation, development and implementation of new GIS software and processes as appropriate to support corporate and departmental strategies and goals.

EDUCATION AND EXPERIENCE:
Required: Minimum of a High School Diploma or GED.
Preferred: Bachelor’s Degree in appropriate field preferred and may be considered in lieu of up to 6 years of related technical work experience. Appropriate degrees include disciplines such as Engineering, Survey, Geography, GIS, and Drafting.
Licenses/Certifications
Preferred: GIS Certification
Related Experience
Required: Minimum of ten (10) years of related technical work experience in progressively more complex assignments is required; a minimum of 4 years of the experience must be directly related to performing the Duties & Responsibilities of this position.
Preferred: Experience in GIS and CAD software platforms (e.g., Esri, GE Smallworld, Intergraph’s G/Technology, etc.) and natural gas utility mapping, construction practices and work order concepts is preferred.
Supervisory Experience
Required: Minimum of (1) year team leadership, providing direction and guidance to others.
Preferred: Minimum of one (1) year experience in a supervisory capacity
ESSENTIAL COMPETENCIES:
•Knowledge of DOT 49CFR, Part 192 and PSC 25.12.
•Organizational skills to schedule, coordinate, and oversee assigned equipment and human resources; capability to monitor and conduct quality control audits of work performed by employees to ensure system integrity, regulatory compliance, and public safety.
•Strong interpersonal skills and the ability to work as part of a team.
•Advanced knowledge and understanding of integrated GIS/GPS/CAD principles, systems, and technologies.
•Strong interpersonal and communication skills and the ability to work effectively with a wide range of employees and citizenry in a diverse community.
•Advanced knowledge of cartographic principles and standards; experience with GPS and cartographic data collection techniques.
•Ability to compile and integrate cartographic data from a wide variety of sources for inclusion in map manuscripts; skills to create, edit and maintain geospatial data through use of GPS and digitizing techniques.
•Management skills to maintain adequate staffing levels to ensure proper administration of activities. Selects, develops, trains, motivates and evaluates the performance of assigned employees.
TECHNICAL SKILLS REQUIRED:
•Required: Demonstrated leadership and management/supervisory skills plus the ability to interact effectively with associates at all levels are essential. A minimum of basic knowledge of GIS, Survey, and CAD mapping concepts is required.
•Preferred: Proficiency with GIS and CAD software platforms (e.g., Esri, GE Smallworld, Intergraph’s G/Technology, etc.) is preferred. Knowledge of natural gas utility mapping and construction practices and work order concepts is also preferred. Knowledge of other natural gas utility applications, such as work management or outage management, is desirable.
•Experience and knowledge of using personal computers with the ability to work in MS Office and other applicable software applications.
•Must possess and maintain valid Florida driver’s license and a driving record satisfactory to the District and its insurers.
•Understanding of geographic, statistical, mathematical, and computer science theory, methodology, applications, and techniques.
•Capacity to utilize current mapping technology.
•Requires knowledge of cartographic, geographic, statistical and mathematical theory.
•Skills to edit and process geospatial data; ability to develop and manage GIS databases and computer programs to support GIS functions.

•Maintain the following relationships: Key Internal: Interfaces with all levels of company personnel. Works closely with System Planning, Engineering, and Operations departments in maintaining GIS data and improving, printing and viewing of maps and engineering drawings. Works with Information Technology personnel and management as needed to maintain and improve GIS. Key External: Consults with customers, vendors and other industry specialists.
•Physical Effort: Requires walking, driving, bending, stooping, crawling, climbing and moderate to heavy lifting. May require viewing and working on a computer for extended periods of time.
•Working Conditions and Hazards: Works inside and outside. Exposed to rain and seasonal weather extremes. Exposed to fires, toxic fumes, electrical shocks from high voltage, and dog bites. Must be able to work with power tools and other hazardous equipment.
