Manager of Utility Coordination

Responsibilities/Pay Grade

JOB SUMMARY: PG S120

Reports to the Director of Engineering and supervises a staff which may consist of Project Engineers, Engineering Technicians, clerical staff, or other engineering support staff. Plans, organizes, and controls a variety of utility relocations and coordination projects associated with water, wastewater and reclaimed water systems.

ESSENTIAL FUNCTIONS:

Assigns, supervises, directs, coordinates, and evaluates the work of diversified staff engaged in a variety of water or wastewater projects, including related office and fieldwork.

Analyzes and modifies or applies new developments in the field of engineering and construction.

Prepares, reviews, and/or approves comprehensive reports, plans, contract documents, and estimates.

Develops operational goals and procedures.

Reads and interprets state and local laws and regulations pertaining to project work, and explains impacts to staff.

Reads and interprets maps and engineering blueprints, specifications and drawings.

Develops specifications and evaluates bids.

Determines proposed project requirements including equipment, materials, and labor needs and prepares cost estimates.

Assists in budget preparation and administration.

Prepares clear and concise correspondence and written reports to produce written documents with clearly organized thoughts using proper grammar.

Communicates effectively orally to provide instructions, explanations, reports, etc. to subordinates, superiors, the public and others.

Establishes and maintains cooperative-working relationships with officials,

citizen groups, community leaders, businesses and the general public.

Establishes and maintains cooperative-working relationships with City, County, and State agencies to execute projects to relocate ECUA's water, sewer, and reclaimed water facilities.

Inputs, accesses and analyzes data using computer-based applications.

All other duties as assigned.

Minimum Qualifications

Bachelor's degree in Engineering or related field. Four (4) years' progressively responsible experience after obtaining P.E. registration. Eight (8) years' progressively responsible engineering experience in the planning, design, construction or operation of water or wastewater facilities. Eight (8) years' progressively responsible engineering experience in the planning, design, and construction of utility coordination or utility relocation projects.(Educational documentation will be requested upon offer of employment.)

Must respond to call-out work during non-working hours or emergencies as needed.

Licenses and Certifications:

Possession of a valid Driver License

Registration as a professional engineer in the State of Florida.

Employment offers to all new hires are contingent upon the job candidates successfully passing background, motor vehicle and reference checks, drug screening, and post job offer physicals (that may include pulmonary testing). All applicants are subject to physical assessments as required by job.

Physical Requirements/Working Environment

Most work is performed in an office environment. Time also is spent outdoors at construction sites or at water and wastewater facilities in order to monitor or direct operations or solve on-site problems.

When working outdoors, employee may be exposed to noxious fumes, airborne particles, and toxic and caustic chemicals. Outdoor conditions are moderately loud.

Knowledge of:

The planning, design, construction, operation, and maintenance of water reclamation, water production, water distribution and associated sewage collection systems to include applicable maintenance processes, procedures, materials, equipment, and technologies.

The planning, design, and construction of utility coordination and utility relocation projects with state and local entities including, but not limited to, the City of Pensacola, Escambia County, and the Florida Department of Transportation.

Environmental Engineering principles and practices regarding the design and operation of water production, water distribution, wastewater treatment and collection facilities.

The principles of supervision, training, budgeting, and project record keeping.

Applicable concepts and terminology pertaining to treatment processes, facilities design, project management, contract administration, and construction oversight including: electrical, mechanical, and civil engineering disciplines.

Skills:
