Job Summary
Repsol Renewables North America (RRNA) is seeking a Manager, O&M Procurement to join our dynamic and growing team. This position is responsible for managing the contracting process for all the operation and maintenance contracts required by our assets in the operational phase. This role reports to the Vice President of Procurement North America.
This position is based in Downtown Houston with a hybrid work model of 3 days in the office and 2 days from home.
Key Responsibilities•Identify all the needs with the main stakeholders and prepare the contracting plan for the period.
•Implement and manage competitive bid processes for the Service required in our assets (solar, batteries and wind) utility scale plants.
•Manage relationships with vendors including but not limited to identifying new market entrants, supplier qualification, technical proposal review, and commercial and contractual negotiations.
•Assist the VP, Procurement NA with the development of contracting strategies, processes, and procedures that result in the best value for Repsol.
•Definition and implementation of contracting strategies and tactics.
•Prepare pre-qualification and call for bid documentation / packages in accordance with corporate and project contracting and procurement procedures.
•Coordinate pre-qualification, tendering, bidding clarifications, technical and commercial evaluations and awarding processes, ensuring timely progress.
•Lead contracts negotiations of all the terms and conditions as well the prices to obtain the best TCO and mitigate the risks for Repsol.
•Liaise with HSE and Operational areas to ensure that contract documents contain the necessary provisions for contractors/suppliers to execute the work.
•Archive and maintain documentation of all tendering processes as per auditing procedures.
•Post-contract award support to contract holders (Operations and Maintenance/Asset Management/HSE). Manage contracts’ Change Orders/Amendments according to Repsol procedures.
•Provide advice to contract holders on contractual issues and prepare/validate contractual correspondence.
•Ensure all contractual certificates, bonds and insurances required under the contract are in place in due time.
•Ensure that risk management procedures are followed through the tendering, awarding and post-contracting process.
•Collaborate closely with internal stakeholders from operations & maintenance, asset management, engineering, construction, finance, legal, insurance and development to drive the evaluation of vendors’ proposals.
•Build an OPEX database to support cost estimates, financial modeling and technical selection for projects and specific requirements from M&A team.
•Track the U.S. renewable energy market, monitor vendor technological and commercial trends in the industry, trade unions requirements by region, supply/demand balance (competition with other energy technologies) and develop new vendors if needed.
•Maintain industry risk assessments on labor market/supply chain, ESG (environment, social, governance) and regulatory risk.
•Participate in the engineering, design, and construction review process for projects.
•Other duties as assigned.
Requirements
The successful candidate shall have the ability to:

•Review and synthesize technical designs, reports, documentation, and data from vendors.
•Work in a project-type environment with occasional tight deadlines and concurrent deliverables.
•Connect, manage, and collaborate with key suppliers in support of value creation for the company.
•Ability to implement strategies and actions through persuasion.
•Strong meeting facilitation and presentation skills.
•Excellent networking, communication and interpersonal skills complemented by the ability to develop and sustain strategic relationships.
•Solid project management, financial analysis and cost management skills.
•Self-starter with the ability to work with minimal supervision.
•Strong knowledge of SAP Material Module and Sap Ariba.
Education / Experience
•Bachelor’s degree in engineering, Supply Chain Management, or other related technical discipline strongly preferred. CIPS or other related professional certifications preferred.
•5+ years of progressively responsible on Service management, or related renewable energy procurement experience.
•Experience in utility scale energy projects, with demonstrated support throughout the life- cycle of projects, is preferred. Experience in energy storage solutions and high and medium voltage electrical equipment is advantageous.
