Under the direction of the Director-Electric T&D, supervises and coordinates the activities of the Electric Transmission and Distribution engineering group to provide project engineering studies, contract administration and inspection, and technical assistance to all departments.
1. Responsible for design and relocation of electric transmission and distribution facilities. May prepare designs in-house or through consulting engineers for construction in-house or by contract.
2. Directs activities of assigned engineering personnel in area of responsibility. Determines project scope, performs and directs engineering studies, and prepares detail plans and specifications. Prepares studies and reports as requested by management and consults on other technical projects related to electric facilities.
3. Reviews and approves electric construction drawings. Approves and certifies plans and specifications with Registered Professional Engineer’s Seal.
4. Through subordinate engineering and supervisory personnel, administers and coordinates electric T&D contract administration and inspection activities. Approves contract drawings and progress payments. Negotiates change orders and recommends contract modifications. Interprets contract language and resolves disputes.
5. Supervises preparation of electric line siting and routing studies. Requests right-of-way and site acquisition and provides supportive data.
6. Supervises staff in the review of plans for outside agencies (including streets, sewers, plats, etc.) and in the preparation of associated plans and estimates. Interfaces with outside agencies at all levels as required. Obtains authorizing permits from appropriate agencies.
7. Prepares project budgeting for capital projects to be used in the annual budget. Reports on project status and costs in the departmental business review. Monitors accounting reports to ascertain appropriateness of project charges.
8. Assists in establishing department goals and develops measurement criteria and report requirements.
9. Administers the Joint Statement of Intent as its rules and regulations apply to department employees.
10. Performs other related duties as required or assigned by management.
Must have a bachelor’s degree in electrical engineering from a school with a program accredited by the Accreditation Board for Engineering and Technology. Advanced degree is preferred. A minimum of seven years’ recent progressively responsible engineering experience in Electric Line is required. Must have experience in administering, planning, and conducting engineering programs. Previous supervisory experience preferred. Graduate course work may be considered in lieu of some experience requirement.
Must have a current Missouri Professional Engineer Registration Certification. Must have a valid driver’s license (minimum Class F).
Knowledge, Skills and Abilities:
- Effective working knowledge of the problems and practices applicable to all engineering functions.
- Possesses:
o Organizational and analytical skills in other work areas to advise personnel in other departments, as necessary.
o Excellent oral and written communications and able to work effectively with all levels of management/employees.
o Engage subordinates in strategic plans, and delegate activities effectively and efficiently.
o Make independent decisions, as well as work as a part of a multidiscipline team.
o Successfully navigate various electronic programs including but not limited to Microsoft Office Suites, other applicable information technology applications, and self-service platforms.

Ability to express or exchange ideas by means of the spoken word and receive detailed information through oral communication is required. Substantial movements of the wrists, hands, and/or fingers, and close visual acuity to operate a computer is required. Working in extreme temperatures, both hot and cold with repetitive lifting, stooping, crawling, walking, standing, and sitting is also required.
Normal office environment with some outside field work in all weather conditions.
