Primary Duties

Reporting to the Manager, Asset Management and Climate Action, the Engineering Project Coordinator contributes to the development, implementation and continual improvement of the maintenance management system at water and wastewater treatment facilities. Demonstrating your leadership and organizational skills you will be responsible for planning, coordinating, instructing, inspecting, auditing, quality control, tracking and reporting of the departmental maintenance programs and projects for all assets associated with water and wastewater treatment facilities and assets.


The successful candidate works within the Utilities Engineering Asset Management Division in close coordination with Water & Wastewater Treatment Operations on the development and ongoing maintenance of the maintenance management system and provides technical expertise when it comes to preventative, corrective and predictive maintenance programs, and troubleshooting process control problems at facilities. The position ensures inspection and maintenance work is scheduled and performed in accordance with the Levels of Service in the Water and Wastewater Asset Management Plan and other operation and maintenance plans, manuals, policies, procedures and practices. The position is responsible for ensuring the proper utilization of the work order and maintenance management modules as part of the Enterprise Asset Management System.



Major Responsibilities:


1. Develop, plan and coordinate the delivery of the department’s operations and maintenance plans, programs, and projects for treatment facilities, including supply, storage and pumping facilities. Includes all (site, building envelope, mechanical and electrical systems, instrumentation, process equipment) assets required to deliver water and wastewater treatment services.

2. Champion the use of the work order and maintenance management system and ensure compliance.

3. Utilize asset management principles and practices to assist with the development, implementation and on-going utilization of a corporate Enterprise Asset Management (EAM) system.

4. Maintain maintenance records for the assets within the registry and regularly review asset details, levels of service and maintenance and replacement costs.

5. Utilize levels of service and key performance indicators in the Asset Management Plan and other operations and maintenance manuals to setup maintenance schedules and work flows in the computerized maintenance management system.

6. Ensure all inspection and maintenance records are fully documented, recorded and stored appropriately within the computerized maintenance system.

7. Support operations by developing and overseeing the short- and long-range maintenance forecasting, planning and scheduling.

8. Plan and co-ordinate procurement strategies related to asset replacement and renewal activities, prepare procurement documents for approval including RFQ’s, RFP’s and tenders.

9. Review documentation including operations and maintenance manuals, engineering drawings, maps, sketches, parts lists, operational plans, work histories to assemble maintenance packages and work orders to increase productivity and work efficiency.

10. Review asset data information for quality assurance and identify improvement areas, develop, and implement processes for data integrity. Work closely with stakeholders to develop standardized asset data processes.

11. Coordinate internal resources to ensure appropriate infrastructure work is completed based on project needs and that communication is provided to relevant stakeholders.

12. Act as the first point of contact to address technical questions and resolve usability issues for staff and management related to EAM system.

13. Analyze and interpret data to determine root cause of asset failures or appropriate response to maintenance, make recommendations to schedules, and forecast maintenance needs to optimize operation and life of asset.

14. Support development of the annual maintenance budget, monitor cost of maintenance activities and programs and ensure they are operating within set budget parameters.

15. Track and report progress to budget and key performance indicators and provide recommendations to management on required adjustments/changes to operations and maintenance schedules. Undertake cost/benefit analysis of maintenance schedules versus replacement.

16. Compile reports on performance metrics, trends, areas of improvement. Responsible for reporting work quality and quantity issues and identifying opportunities for efficiencies in work/processes.

17. Supports the development and continuous improvement of preventive and predictive maintenance programs to minimize equipment downtime, reduce backlog and the need for corrective/reactive maintenance.


Education, Certification and Other Qualifications Required


Knowledge, Skills and Abilities


Advanced ability to manage and balance multiple tasks and deliver work within acceptable timelines.
Advanced and proven written and verbal communication skills.
Collaborator and team player with an ability to work with minimal supervision.
Advanced knowledge of Occupational Health and Safety requirements as it relates to individuals, the organization and operational requirements.
Intermediate knowledge of water and wastewater system operations and maintenance practices and procedures.
Intermediate knowledge of maintenance costs and the preparation of procurement documents including procurement contracts, RFQs, RFI and RFP’s.
Intermediate knowledge of program and/or project planning and project management.
Proficient in the use of Microsoft Office suite of software products.
Experience using an Enterprise Asset Management system or computerized maintenance management systems is considered an asset.
Knowledge of asset management best practices including the ISO 55000 series of standards and other relevant Asset Management standards and requirements, including Ontario Regulation 588/17 is considered an asset.



Qualifications and Experience


A post-secondary diploma or degree in Mechanical, Electrical, Environmental, or Civil Engineering Technology or a related discipline, or equivalent combination of education and experience.
Minimum 3-5 years of related experience, preferably with municipal water and wastewater assets.
Water/Wastewater Certificate/Licence from the Ministry of the Environment, Conservation and Parks considered an asset.
Certification as a licensed Industrial Mechanic (Millwright) or Electrician is considered an asset.
Certified Maintenance Management Professional (MMP), Project Management Professional (PMP), Certified Engineering Technologist (CET) and/or Licenced Professional Engineer (PEng) all considered an asset.
Utility Work Protection Code training is considered an asset.
