Description SUMMARY OF RESPONSIBILITIES:
This class is responsible for the loss control program for the Public Works Commission as it relates to theft of service. Responsibilities include, but are not limited to operating the Revenue Recovery/Protection Program, designed to minimize financial losses from illegal acquisition of services; conduct field investigations/maintenance as needed, locate/remove/install/replace meters, pull jumpers, remove illegal taps/straight pipes, utilize tamper resistant locks; developing and implementing plans to discourage, prevent, detect, and resolve incidents of unauthorized services; investigating potential losses, analyzing technical findings and recommending preventive measures to reduce loss exposure; evaluating evidence and recommending when law enforcement interaction, civil litigation, or criminal prosecution is warranted; working with local, state and federal investigators on cases involving alleged criminal activity, to include serving as a witness when applicable; coordinating the Fraud Detection Program, which includes Public Awareness/Reporting and training; monitoring industry trends and recommending countermeasures as needed to further reduce exposure; working meter change-out programs; utilizing Mobile Data Terminals (MDT’s); review reports through the Analytics and Billing software to monitor inactive consumption and tamper flags, hot sockets, voltage irregularities, and conduct field investigations; verifying that stolen or missing meters are not in the field; work with line department to disconnect services overhead and underground; respond to all power and water diversion scenarios; interview customers as part of investigations; analyze data to determine amount of tamper fees to be applied to cases; create orders and complete them in a Work Management System. Analyze leases and rental agreements for signs of fraud; respond to theft of copper wire/piping, backflows, lids, and coordinate with law enforcement as needed; AMI meter maintenance work. Daily truck inspections; driving/operating vehicles in performing work assignments/responsibilities. Operating under general supervision of the Utility Field Service/Loss Control Supervisor, leeway is allowed for the exercise of independent judgement in carrying out the details of the work; extended hours and Performs related work as required.
EQUIPMENT OPERATED:
MDT, calculator, thermal camera, voltage devices, tap detector, socket testers, surveillance cameras, cellphone, company vehicle, AMI programming device, various hand tools and other equipment as required.
FULL PERFORMANCE KNOWLEDGE, SKILLS, AND ABILITIES:
Thorough knowledge of safety rules/regulations/procedures, as appropriate; thorough knowledge of electric, water and sewer service operations; thorough knowledge of legal system to include local ordinances, statutes, laws, rules and policies governing theft of service; thorough knowledge of a methods used to divert services; working knowledge of legal system including the ability to complete affidavits; skill in using a personal computer and applicable software; to include Accurent, County Tax Database, NC Courts database, NC Department of Corrections, Social Networks; ability to analyze problems and recommend appropriate, feasible corrective actions/solutions with tact; ability to plan/organize/schedule work effectively; ability to create reports within Excel, ability to work within Microsoft Office/Excel and Outlook ability to make oral presentations before a community group audience as a means of teaching or explaining; ability to communicate effectively orally and in writing; ability to develop and maintain effective working relationships with the general public, vendors, outside agencies and businesses, and all levels of employees.
- Graduation from an accredited two (2) year college with a degree in Law Enforcement, Business Administration or related field and a minimum of three (3) years of experience in utility loss control programs or related field; OR
- Graduation from high school or possession of a high school equivalency diploma and a minimum of seven years of experience as defined above; OR
- An equivalent combination of education, training, and experience as defined in (A) and (B) above.
SPECIAL REQUIREMENTS:
Must possess/maintain a valid North Carolina Driver’s License.

Must be able to perform the essential functions of the position.
